The requirement covers rotary positive displacement (RPD) meters and turbine meters, displaying and registering gas volumes in cubic metres, for delivery to the Greater Belfast area of Northern Ireland. RPD meters are required across flow rates from 65m³/hour to 400m³/hour, while turbine meters must cover 650m³/hour to 4,000m³/hour. The procurement is for goods classified as instruments for measuring the flow, level and pressure of liquids and gases (CPV 38420000). The requirement calls for capability across a broad range of gas flow rates and reliable delivery to Greater Belfast. Suppliers should be able to support framework pricing, participate in recurring pricing competitions and maintain consistent product and service standards, as performance will be monitored throughout the agreement. ## Notice Phoenix is seeking to commence a meter replacement programme for Industrial & Commercial meter installations and is looking to appoint Supplier(s) who can supply rotary positive displacement (RPD) and/ or turbine meters in support of this specific asset work. The initial contract period shall be four consecutive calendar years with an optional extension period, at Phoenix discretion, for a further four years. Whilst there is no guarantee of any minimum nor maximum workload, the estimated total number of meters required during the initial four-year period (2027 - 2031) is expected to be approximately 205 units of which 197 are RPD meters and 8 are turbine meters. Should an extension period be invoked, then the estimated number of meter replacements for the four-year extension period shall be expected to be approximately 86 RPD meters and 13 turbine meters. RPD variants are required in the flow range 65m3/hr to 400m3/hr (G40 to G250) and turbine variants in the flow range 650m3/hr to 4000m3/hr (G400 to G2500). Meters shall be approved under the Measuring Instruments Directive (2014/32/EU) and will display / register the quantity of gas passed in m3 (cubic metres). Meters are required to be delivered to the Greater Belfast area of Northern Ireland. g) Meters shall be compliant with the Pressure Equipment Directive (2014/68/EU). h) Meters shall be suitable for use in Zone 1 hazardous areas and approved under the ATEX Directive (2014/34/EU) as applicable. ### Lot Information Lot 1 Options: Whilst the Contracting Authority endeavours to provide an accurate quantity of the number of meters required, this is subject to change so the actual amount purchased, and so final contract value, cannot be fully ascertained in advance of contact award. Unit rates shall be sought and, if accepted, utilised to value the optional level of goods required. Renewal: Any contract extension shall be at the discretion of the Contracting Authority.
