## Summary

South East Consortium intends to establish a heating and water hygiene framework for customers across the United Kingdom. The work covers commercial and domestic buildings and is aimed at connecting customers with experienced contractors. Heating requirements include servicing, responsive repairs, safety inspections, boiler and central-heating installations, and related heating works. Water hygiene requirements include repairs and water-treatment work at domestic and commercial properties, including work involving water tanks. Businesses with a broad service offer may be well placed because the planned scope combines heating and water hygiene requirements. Suppliers should use the planned engagement period to understand the buyer’s developing requirements and provide market intelligence before the procurement reaches tender stage.

## Notice

This framework is designed to connect SEC customers to a range of experienced contractors able to support with both commercial and domestic heating requirements, as well as water hygiene repairs. Contractors are required to be able to cover the servicing, responsive repairs, safety inspections and heating installations in both domestic and commercial buildings, as well as a range of water hygiene repairs to domestic and commercial properties.

### Planning Information

To support the development and continuous improvement of this framework, we have undertaken targeted stakeholder engagement with existing framework suppliers and participating contracting authorities. 
As part of this process, tailored questionnaires will be issued to those groups on the 1st October 2026 to gather stakeholder-specific feedback, market intelligence and opportunities for service improvement. 
In the interests of transparency and to ensure that all interested organisations have an opportunity to contribute to the engagement process, we are also inviting the wider market to attend one of our Preliminary Market Engagement (PME) sessions.

Microsoft Teams invitations and joining instructions will be issued to those who register via the relevant form as above. 
South East Consortium is conducting these activities solely to inform the development of its requirements and procurement strategy. Participation in the questionnaires, PME sessions or any other engagement activity will not provide any organisation with an advantage in any future procurement exercise, nor will non-participation disadvantage any organisation. Any future procurement opportunity will be competed openly and fairly in accordance with the relevant procurement legislation (Procurement Act 2023) and procurement principles.
