## Summary

Islington Council intends to establish a passenger transport framework for supported transport for children and young people with special educational needs and disabilities, vulnerable adults and other eligible residents. The services will help people access education, care and community services through taxis, accessible vehicles, minibuses and passenger attendants where required. A market engagement questionnaire is expected to be available alongside the engagement and responses are invited by 23:59 on 23 October 2026. The Council may revise the scope, requirements and delivery model after engagement.

The planned framework should suit passenger transport operators, taxi and private-hire businesses, accessible vehicle providers, minibus operators and organisations able to supply trained passenger attendants. It may also suit smaller businesses and voluntary, community or social enterprises, which the Council has identified as suitable for the procurement. Relevant capability includes arranging and delivering transport for children with special educational needs and disabilities, vulnerable adults and other eligible residents, using vehicles appropriate to different accessibility needs. Suppliers should be prepared to demonstrate reliable operational capacity, passenger assistance where required, safeguarding and safety arrangements, and an ability to deliver education, care and community journeys across the required area. Market engagement is intended to test capacity, mobilisation and barriers to participation.

### Planning Information

The Council intends to undertake preliminary market engagement to help inform the proposed Passenger Transport Framework. The engagement will seek feedback from potential suppliers on the proposed scope, service requirements, market capacity, delivery model, mobilisation considerations and any potential barriers to participation.

A market engagement questionnaire will be issued alongside this public notice. Suppliers are invited to submit responses through the online questionnaire by 23:59 on 23 October 2026. The Council may review and follow up on responses during the engagement period.
