## Summary

West Midlands Fire and Rescue Authority intends to procure grounds maintenance services for its estate. The work covers 40 sites across Birmingham, the Black Country, Coventry and Solihull, including fire stations, a training facility and headquarters. Services include maintaining grassed areas, floral displays, hedges, shrubs, trees, woodlands and other vegetation; litter picking; leaf, moss, weed and ivy removal; jet washing and cleaning paved areas; and keeping entrances, exits and fire access routes clear. The requirement also includes tree surgery and removal of fallen trees, clearance around public footpaths and rights of way, invasive non-native species treatment, clearance of road traffic accident training areas, and removal of all waste and debris. The work will suit grounds maintenance contractors able to service a geographically dispersed fire and rescue estate and manage multiple operational sites. Relevant capability includes routine horticultural maintenance, litter and waste clearance, hedge and shrub care, tree surgery and fallen-tree removal, including work at height. Suppliers should also be able to remove moss, weeds and ivy, pressure-wash paved surfaces, maintain clear access and escape routes, and work around training areas, buildings, fencing, gates, barriers, cameras and parking bays. Experience treating invasive non-native species under the Wildlife and Countryside Act would be relevant. The authority is using engagement to assess supplier appetite, serviceability across the area and ability to provide the full range of services, so contractors may prepare evidence of geographic coverage and operational capacity.

The purpose of this pre-market engagement exercise is to gauge suppliers' appetite for this contract whilst alerting the market to this upcoming opportunity.
This is a desktop engagement with no in-person events being held.

1. West Midlands Fire and Rescue Authority's estate comprises 38 Fire Stations spread across Birmingham, the Black Country and Coventry & Solihull, a training facility and a Headquarters site. Please confirm if this geography is serviceable for you or your company.
2. A non-exhaustive list of the required services is included below. Please confirm if you or your company can provide these services:
Grass maintenance and the maintenance of all grassed areas,
The supply, planting, and maintenance of floral displays.
Regular Litter picking,
The maintenance of hedges, shrubs, trees, woodlands, and other vegetation.
Tree surgery - To work at heights to clear and cut back and down any shrubbery and trees of varying heights, overgrowing and overhanging boards to protect fencing, boarders, building roofing, guttering, gates and barriers, cameras and parking bays etc. To do the same work where boarder walls and fencing are also of a height - e.g. Sutton Coldfield boundary wall with top fencing, running on right from front to rear gate. Ward End station wall running to right from front gate and around entire perimeter.
Removal of fallen trees as and when needed.
To keep all Fire exits, exits and entry ways to building clear of all moss and overgrown shrubs and trees.
Occasional work to cut back and down trees and shrubs overhanging boarders to public footpaths and public rights of way.
Clearence and removal of weeds and moss from within RTA training areas on station.
General leaf and moss removal and clearance.
Spraying regimes for the treating and specialist removal of non-native invasive species listed on Wildlife & Countryside Act (as amended) Schedule 9 Part 2. Invasive species that may be present across all or some site, but not limited to, include Mares Tail, Cotoneasters Horizontal etc Equisetum etc.
Removal and clearance of ivy etc from walls and fencing.
Jet washing and scrubbing and clearing of areas of block paved, slabbed pathways etc.
All waste, and debris is to be removed from site.
3. Please provide an approximate annual price for this service. Please note this is not binding and if you decide to bid for the subsequent tender the responses you give here will not form part of the contract terms. A new price will need to be given at the time of bidding.
