## Summary

The Police and Crime Commissioner for Surrey commissioned theatre-in-education services for schools across England. The service uses a four-week touring production, Split Second, with accompanying interactive workshops. The multimedia performance follows three young people whose choices lead to a serious pedestrian incident, while the workshop covers the causes and consequences of pedestrian deaths and serious injuries, influences on young people’s behaviour, and practical ways to make safer choices on the road. Activities include hot-seating and re-staging scenes so pupils can challenge characters and guide safer outcomes. The work is classified as secondary education services. It is intended to support pupils in recognising risk, resisting negative peer influence and building confidence in safer road behaviour.

The procurement is complete and was awarded directly without competition as a below-threshold contract. The Police and Crime Commissioner for Surrey selected Collingwood Learning Solutions Limited. The contract was signed on 18 September 2026 and runs from 28 September 2026 to 27 September 2027, for one year with no extension options. Its value is £30,600 excluding VAT and £43,200 including VAT. The requirement covers one lot and a four-week tour of 40 schools, targeting 7,200 students. The authority took over the existing service from the council and continued with the incumbent supplier while working with the council on a replacement competitive process. The award is active and the contract is active.

This requirement is relevant to suppliers specialising in theatre in education, school-based touring productions, road-safety education or interactive learning workshops. A credible competitor would need to combine professional performance delivery with structured educational content for school pupils, multimedia production and workshop facilitation. The work demonstrates demand for a provider able to tour multiple schools, reach a large student audience and deliver consistently across England. Relevant experience would include creating age-appropriate performances about pedestrian safety, translating learning outcomes into participatory activities, and helping pupils explore peer influence, distraction, time pressure and safer decision-making. Suppliers should also be able to manage touring logistics, coordinate school visits and deliver a reliable programme at scale. The incumbent is an SME, indicating that this type of service can be delivered by a specialist smaller provider.

## Notice

The Authority has agreed to take over the ownership of the theatre in education contract from the council, a decision was made to continue with the incumbent supplier for a period of 1 year, allowing the Authority working alongside the council, to run a competitive process for a replacement contract which will go live September 2028. This contract is for 1 year only with no extension options and is for the delivery of the following: Four-week tour (40 schools) with a target number for 7200 students. Split Second is a dynamic, multimedia theatre performance that follows three students, whose fast-paced, carefree lives reflect the reality of many young people today. Through their shifting friendships and everyday choices, the play explores how distractions, peer influence, and time pressures can impact their behaviour as pedestrians. A series of small decisions ultimately leads to a life-changing incident, highlighting the importance of road awareness and safe decision-making. The accompanying workshop reinforces the production's key learning outcomes, with a focus on: * The leading causes of pedestrian KSIs * The personal and wider consequences of KSIs * External influences on young people's behaviour * Practical strategies for managing attitudes and making safer choices on the road Using interactive techniques such as hot-seating, pupils have the opportunity to challenge characters directly and unpack their choices. The session culminates in the re-staging of a pivotal moment from the play, allowing pupils to intervene and guide the characters towards safer outcomes. This empowers students to recognise risk, resist negative peer influence and build confidence in choosing safer behaviours
