    "description": "The Commissioner will assess identified providers in accordance with Regulation 10 of the Provider Selection Regime using the Basic Selection Criteria and the following Key Criteria: Quality and Innovation Value Integration, Collaboration and Service Sustainability Improving Access, Reducing Health Inequalities and Facilitating Choice Social Value Assessment will be proportionate to the nature of the service and the requirements of the Most Suitable Provider Process. In addition to the mandatory Key Criteria, the Commissioner may consider factors relevant to the delivery of safe and uninterrupted primary medical services, including legal eligibility to hold a General Medical Services (GMS) contract, operational readiness, workforce capacity, mobilisation capability, continuity of service delivery, and the ability to assume responsibility for delivery from Church Lane Surgery, Church Lane, New Romney, Kent, TN28 8ER from 1 December 2026. Providers may be requested to provide clarification or limited supporting information where reasonably required to support the assessment. The Commissioner reserves the right to rely upon commissioner-held information, publicly available information and proportionate further information obtained during the assessment process. Providers wishing to be considered as part of this process must register their interest and submit any requested information by the stated deadline. The Commissioner reserves the right not to consider submissions received after this time. Once the opportunity has been located using the title or reference number, providers should select \"Register Interest\" to gain access to the procurement documentation. Providers not already registered on the system will need to register before gaining full access to the documentation and before submitting an expression of interest. The decision-maker for this award is NHS Kent and Medway Integrated Care Board. The intention is to award a contract using the Most Suitable Provider Process. This is a Provider Selection Regime (PSR) Intended Approach Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this award. The Commissioner considers, based on its understanding of the service requirements and the relevant provider landscape, that it is able to identify the most suitable provider without undertaking a competitive process. The provider must be legally eligible to hold and enter into a General Medical Services (GMS) contract in accordance with the applicable primary medical services legislative and contractual framework. Providers will be required to demonstrate that the proposed contracting entity satisfies the relevant eligibility requirements and has the necessary governance, organisational and operational arrangements in place to deliver NHS primary medical services from the service commencement date. Based on its knowledge of the local primary medical services provider landscape and the requirements of the service, the ICB considers that it is able to identify the most suitable provider without undertaking a competitive process and therefore intends to follow the Most Suitable Provider Process. Due to the requirement to maintain continuity of primary medical services for the registered patient population, the need for operational readiness from 1 December 2026, the requirement to deliver services safely from the existing premises from commencement, and the requirement for the selected provider to be eligible to hold and enter into a GMS contract, the ICB considers that mobilisation readiness, operational capability, workforce resilience, clinical governance arrangements, premises readiness and demonstrable ability to assume responsibility for service delivery within the required timescale are fundamental considerations in identifying the most suitable provider.",
