## Summary

The Nursing and Midwifery Council intends to appoint a specialist partner to support delivery of operational excellence across its operations in the United Kingdom. The service will introduce and embed an evidence-based operational excellence methodology, supported by practical change management, coaching and train-the-trainer capability. The purpose is to build consistent operational capability, improve visibility of performance and provide ongoing support as the approach becomes established. This is a business and management consultancy service, covering the design, implementation and embedding of improved operational practices rather than the supply of goods or construction work. The requirement is structured as one lot and will be delivered for the Nursing and Midwifery Council, a central government public authority.

This procurement is at the planning stage: the Nursing and Midwifery Council has announced its intention to procure, but has not yet invited tenders. The buyer expects to use an above-threshold open procedure. Its indicative timetable anticipates the next notice on 15 February 2027, tender responses by 12 March 2027 at 12:00 UTC and an award decision by 4 May 2027. The anticipated contract period is 14 June to 13 December 2027, with a possible extension to 14 March 2028. The contract will use one lot, include one optional extension period and allow the project scope to be enhanced after commencement. Delivery is expected to be phased, with English-language electronic submissions permitted when the procurement reaches the tender stage.

This will suit specialist operational excellence, business improvement and management consultancy firms able to work alongside a professional regulator and turn an evidence-based methodology into sustained operational practice. Relevant strengths include practical change management, performance visibility, coaching and the ability to train internal staff to continue applying the approach. Suppliers should be prepared to support implementation as well as provide advice: the requirement is to introduce, embed and build consistent operational capability, not simply produce a review or strategy document. Organisations with teams that can combine improvement methodology, hands-on delivery, coaching and knowledge transfer will be well placed to prepare. The planned phased approach may also suit partners able to adapt and extend the scope as delivery develops.
