## Summary

Birmingham City Council is procuring a multi-supplier youth services framework to prevent and reduce serious violence among children and young people in Birmingham. The services cover early intervention, targeted support and specialist safeguarding provision. Four service areas are included: prevention and early intervention; mentoring and targeted support; outreach and community engagement; and specialist violence reduction interventions. Work will include education about violence, exploitation and harmful behaviour, tailored one-to-one and group support, detached and community outreach, referrals, and intensive interventions for young people affected by or at high risk of serious violence, exploitation, gang-associated activity or weapon-related harm. The procurement is for services, including youth education, community programmes and social services, and is suitable for small and medium-sized businesses and voluntary, community and social enterprises.

The procurement has reached tender: Birmingham City Council invited suppliers to submit offers through an open procedure, using its electronic e-tendering portal. Clarification questions had to be submitted by 15 October 2026 at 12:00, and tender responses by 22 October 2026 at 12:00. The planned award decision date was 13 November 2026. The framework contract period for each lot is 18 November 2026 to 26 November 2026, while the open framework scheme can run until 26 November 2030. Its estimated value is £660,000 excluding VAT and £792,000 including VAT. There are four lots, and call-off contracts will be awarded through competition between appointed suppliers on the relevant lots. Applicants must meet the procurement questionnaire’s conditions covering financial standing, insurance, data protection, technical ability, safeguarding and exclusion grounds. Providers will need to present credible social value plans and competitive rates. The multi-supplier framework offers access to future competed call-offs for appointed providers, with no minimum volume or value guaranteed.

### Lot Information

Prevention and Early Intervention

Deliver universal one-to-one and targeted group-based prevention activities that educate children and young people about risks including violence, exploitation, criminal involvement, and harmful behaviours. Interventions must focus on awareness, resilience, protective factors, and informed decision-making.

Mentoring and Targeted Support

Provide structured one-to-one and small group interventions for children and young people identified as vulnerable to adverse outcomes, including violence, exploitation, offending, or school disengagement. Support must be tailored to individual needs and focused on achieving measurable behavioural and wellbeing outcomes.

Outreach and Community Engagement

Deliver detached, street-based, venue-based, and community outreach to engage children and young people who are not accessing existing services. Activities must identify emerging needs, build trusted relationships, provide early support, and facilitate referrals into appropriate service.

Specialist Violence Reduction Interventions

Deliver intensive specialist interventions for children and young people affected by, involved in, or at high risk of serious violence, exploitation, gang-associated activity, or weapon-related harm. Interventions must address underlying risk factors, reduce harm, improve safety, and support sustained positive outcomes.
