## Summary

Quality Trusted Solutions LLP intends to establish a closed consultants framework for architectural, construction, engineering, inspection and building and facilities management services. It is structured into 12 service areas: architecture; cost consultancy; mechanical and electrical engineering; building surveying; structural engineering; principal design; property consultancy; strategic estates advice; fire safety and training; project management; clerk of works; and strategic estates and facilities management delivery partnerships. The services are intended for delivery across England, supporting NHS and wider public sector estate, infrastructure, compliance, transformation and facilities requirements. This is a services procurement led by Quality Trusted Solutions LLP, a central government public authority.

The procurement is at planning stage: the buyer has set out an intention to create a framework, but has not yet invited tenders. The framework is expected to run from 15 April 2027 to 14 April 2031. Its estimated value is £150 million excluding VAT, or £180 million including VAT. The buyer expects the next notice to be published on 12 October 2026. Preliminary market engagement took place between 1 April and 7 June 2026, involving five suppliers from architecture, project management, engineering consultancy, estates advisory and strategic partnership sectors. That engagement tested supplier capacity, capability, the proposed 12-lot structure and market developments affecting delivery.

The framework is likely to suit specialist consultancies and multidisciplinary organisations serving public sector estates and infrastructure. Relevant capabilities include architecture, cost management, mechanical and electrical engineering, building and structural surveying, principal designer duties, property and strategic estates advice, fire safety and training, project management, clerk of works services, and strategic estates and facilities management partnerships. The buyer’s engagement identified demand linked to NHS estate backlog reduction, decarbonisation and sustainability, healthcare infrastructure investment, fire safety and building compliance, digital transformation, asset intelligence, estate rationalisation and modernisation. Suppliers should prepare for requirements involving Building Information Modelling, modern methods of construction and integrated programme delivery. The architecture lot is identified as suitable for SMEs.

The engagement took place between 1st April 2026 and 7th June 2026
Five suppliers representing architecture, project management, engineering consultancy, estates advisory and strategic partnership sectors participated in the engagement process.
