Only bidders passing all the mandatory requirements in Stage 1 (provider level) will be considered for Stage 2 (homes level) of the procurement process. Applications to add a Children's Residential Home(s) to the framework will not be assessed if bidders have not passed Stage 1 mandatory requirements. Bidders who pass all the mandatory requirements in Stage 1 will be taken forward to Stage 2 and each of its home applications will be assessed individually against the mandatory Stage 2 criteria. Individual homes that have passed all of the mandatory criteria in stage 2 will be added as Children's Residential Homes to the framework. For Providers that are already on the framework, the evaluation shall be based upon a one stage process i.e. Stage 2 (homes level), consisting of mandatory requirements and/or minimum standards (pass/failure criteria), as outlined in Section 5 Evaluation and Award Process in Part 1 - Information Pack of the tender documents.
