Strong data protection, information security and confidentiality controls will be important, alongside contract reporting, operational risk management and the capacity to propose practical commercial models or service innovations. ## Notice The British High Commission (BHC) Maputo intends to procure a Medical Aid Insurance Service Provider to deliver comprehensive medical aid and healthcare access services for approximately 199 beneficiaries, comprising locally engaged staff and eligible dependants. The services required include: Inpatient and outpatient medical cover. Access to a network of hospitals, clinics, pharmacies, laboratories and specialist healthcare providers within Mozambique. Overseas treatment arrangements where specialist care is unavailable locally. Emergency medical evacuation and assistance services. Claims administration, reimbursement management and pre-authorisation services. Customer support, account management and member communication services. Contract performance reporting and management information. The contract is anticipated to run for an initial period of 36 months with an option to extend for up to a further 12 months. Services will be supplied on a managed medical aid basis, with the successful provider responsible for administering the scheme, managing healthcare provider networks, processing claims, supporting beneficiaries and ensuring continuous access to healthcare services throughout the contract term. ### Planning Information The purpose of this Preliminary Market Engagement (PME) is to gather market intelligence and obtain feedback from medical aid and medical insurance providers operating within Mozambique. The information collected will assist the British High Commission Maputo in refining its procurement strategy and ensuring that the future requirement is proportionate, deliverable and aligned with market capability. Through this engagement, the Authority is seeking information relating to: • Organisational structure, experience and presence within Mozambique; • Regulatory compliance, licensing requirements and governance arrangements; • Experience in delivering medical aid and medical insurance services to corporate, diplomatic, government and international organisation clients; • Service delivery models, including member onboarding, customer support, claims administration and policy management; • Healthcare provider network coverage within Mozambique and arrangements for overseas treatment and medical evacuation services; • Data protection, information security and confidentiality controls; • Indicative commercial models, operational risks, market constraints and opportunities for innovation; and • Recommendations to assist the Authority in developing the final Statement of Requirements and procurement approach. Responses will be collected through an online Microsoft Forms questionnaire, the link to which is provided within this notice. Suppliers are invited to complete and submit the questionnaire by the stated deadline. Information obtained through the PME will be used to inform and refine the procurement strategy, Statement of Requirements, Conditions of Participation, evaluation criteria and contractual arrangements. This engagement is conducted under PA23 Section 16 and is solely for market engagement and information-gathering purposes. Participation is voluntary and will not form part of any future supplier evaluation, selection or down-selection process. Participation, or non-participation, will not affect a supplier's ability to participate in any subsequent procurement opportunity arising from this engagement. All information gathered will be managed in a manner that does not provide any supplier with an unfair advantage or distort competition.
