## Summary

Leicester City Council procured enablement supported living services at Harrison Court in Leicester for people with physical and/or sensory disabilities. The service supports eight people in a well-established supported living scheme with 16 self-contained flats, alongside communal space, supported living voids and general-needs homes managed by Platform Housing Group. The provider works with the Council, housing partners, care management and health professionals to monitor residents’ health and respond to changes. The service includes responsive, compassionate support, understanding of physical and sensory disabilities, and signposting to aids and adaptations, assistive technology, hearing support, sign language services and carer support. It also involves helping residents and housing partners maintain an accessible living environment. This is a health and social care service.

The procurement is complete and the contract was awarded to Agincare Enable Limited on 17 September 2026, subject to an eight-working-day standstill. It used a below-threshold limited competition through a targeted quotation process under the Procurement Act 2023. One bid was received and evaluated at the final stage. The award covers a single lot, with a value of £360,494.64 excluding VAT (£432,593.57 including VAT). The initial contract period is 15 November 2026 to 14 November 2027, with an option to extend by one year to 14 November 2028, subject to satisfactory performance and the Council’s agreement. The award uses the light-touch regime. The contract is scheduled for signature by 15 October 2026.

This procurement shows demand from Leicester City Council for specialist supported living providers able to support adults with physical and sensory disabilities in a housing-based setting. A credible competitor would need qualified and experienced care and support staff who can deliver timely, compassionate assistance, monitor health conditions and identify deterioration. Capability should include effective partnership working with care management, health professionals, housing providers, residents and other tenants. Relevant expertise includes aids and adaptations, assistive technology, hearing support, sign language services and carer support, together with the ability to signpost residents to appropriate services. Providers should be able to support an established scheme serving multiple residents while coordinating with a housing partner and maintaining an environment that accommodates disability, health conditions and sensory impairment. The awarded supplier was an SME.
