The work covers routine servicing of each item of high-voltage equipment in line with BS6626:2010, the IEE Electrical Maintenance document and manufacturers’ maintenance schedules. The supplier will inspect, test and carry out remedial repairs arising from planned maintenance and breakdowns, with call-outs for all covered equipment included in the service except where damage results from vandalism, accident or misuse. The scope also includes emergency call-outs, support for diagnosing power failures, training for University personnel, and Senior Authorised Person attendances where estate renovations or expansion affect existing high-voltage infrastructure. This is a repair and maintenance service requirement, procured as one service covering every campus. The procurement reached tender: Ulster University invited offers through an open procedure, with electronic submission allowed in English. Enquiries had to be submitted by 14 October 2026 at 23:59, and tenders by 27 October 2026 at 23:59. The intended award decision date was 27 November 2026 at 23:59. The estimated value is £219,616 excluding VAT, or £263,539 including VAT. The contract is scheduled to run from 19 February 2027 to 18 February 2030, with provision for extensions of up to 36 months, giving a possible end date of 18 February 2033. Price accounts for 60% of evaluation and quality for 40%. The University may add or remove high-voltage assets and vary overhaul frequency, which may change the final price. This opportunity suits an established high-voltage electrical maintenance contractor able to provide planned servicing, inspection, testing, breakdown response and remedial repairs across multiple university campuses. Suppliers need working knowledge of BS6626:2010, the IEE Electrical Maintenance document and manufacturers’ maintenance requirements, together with the capability to maintain a fully functional high-voltage system through included call-outs. The service also requires an emergency response facility, power-failure diagnosis support and training for University-appointed personnel. Firms should be able to provide suitably qualified Senior Authorised Person attendance for projects affecting existing high-voltage infrastructure, including renovation and expansion works. The single-provider model favours organisations with sufficient geographical reach, operational capacity and mobilisation capability to manage a broad asset base consistently across all campuses. ## Notice The Supplier shall provide to the University routine servicing on each piece of High Voltage (HV) equipment in accordance with the latest version of the British Standards BS6626:2010, IEE Electrical Maintenance document and the Manufacturer's Maintenance Schedule. The Supplier shall provide the following services: * Carry out inspection, testing and remedial repairs necessary as a result of both the planned maintenance servicing and break downs. * Call outs of all equipment forming part of the HV equipment to maintain a fully functional system at all times on an all-inclusive basis on all campuses (i.e. at no extra cost to the University), except for vandalism, accidental damage or misuse. * Emergency call-out facility and training to University appointed personnel to assist with diagnosis of power failures prior to the emergency call-out procedure being instigated. * Training for University appointed personnel. * SAP (Senior Authorised Person) attendances to cover instances where the University intends to renovate or expand its existing Estates and this would have an impact in the existing HV Infrastructure. ### Lot Information Lot 1 Options: The University reserves the right to change the indicative dates provided in the procurement documentation, and also for the removal and addition of any HV assets from/to the scope of this contract subject to further details being provided by NIE. The University also reserves the right to increase or decrease the frequency of asset overhauls. Such future changes to HV assets and overhaul frequency may change the actual contract price, which may be higher or lower that the prices stated in the Supplier's Commercial Submission. ADDITIONAL INFORMATION In the event that the Contract is terminated prior to expiry of the proposed initial three (3) year contract period, the University reserves the right (but shall not be obliged) in that instance to offer the second ranked most advantageous Supplier from this Competition (second ranked Supplier), the opportunity to enter into a replacement contract with the University on the basis of the same contract terms, rather than undertaking a reprocurement exercise at that point. Any replacement contract entered into will be for the remaining unexpired initial contract period, with the same ability for the University to extend by a further period or periods of up to 36 months. Entry into any replacement contract with the second ranked Supplier shall be subject to that second ranked Supplier's offer (including its tender pricing) remaining unchanged from that originally proposed at the tender return deadline. In the event that either: (a) the second ranked Supplier is unable or unwilling to stand over its original tender offer to the University; or (b) the second ranked Supplier is unable or unwilling to enter into a replacement contract with the University on the basis of the same contract terms; or (c) the second ranked Supplier declines the opportunity to enter into a replacement contract with the University for any reason, then the University reserves the right to approach the next highest ranking most advantageous Supplier from this Competition in turn on the same basis. This process may, at the University's discretion, continue until all ranked Suppliers have been exhausted or the University decides, at its sole discretion, to undertake a re-procurement exercise.
