## Summary

National Highways Limited plans the A46 Newark Bypass scheme, a major road construction and engineering project between Farndon and Winthorpe roundabouts near Newark-on-Trent. The scope is to widen 6.5 kilometres of existing single carriageway to a dual carriageway with two lanes in each direction. The purpose is to reduce congestion and improve the dependability, durability and safety of the route connecting the M1 and Leicester with the A1 and central Lincolnshire. National Highways expects to publish the next notice on 15 July 2027. Before then, it plans market engagement, including a pre-recorded presentation on 20 October 2026 and supplier one-to-one sessions from 26 October 2026. Organisations wishing to participate are expected to complete the engagement form by 17:00 on 13 October 2026.

The work is likely to suit major highway contractors, civil engineering businesses and integrated design-and-build consortia able to deliver a large, complex road-widening scheme over several years. Relevant strengths include experience in dual-carriageway or strategic-road construction, earthworks, highways structures, traffic management, safety management and managing construction alongside an existing live route. Engineering design capability and access to technical support services will be important, either in-house or through established specialist partners. Businesses with the capacity to coordinate design, construction, project controls, supply chains and stakeholder requirements at national infrastructure scale should prepare. The planned market engagement is intended to inform National Highways’ commercial and procurement strategy, so experienced suppliers can contribute practical views on delivery and procurement approaches.

This opportunity relates to the A46 Newark Bypass road scheme which is a critical part of National Highways' investment to make all our major roads more dependable, durable and most importantly, safe. Our improvements to the route that connects the M1 and Leicester to the A1 and central Lincolnshire will help reduce congestion in the area. We propose to improve the A46 Newark bypass by widening 6.5km of the existing single carriageway to a dual carriageway, to provide two lanes in each direction between Farndon and Winthorpe roundabouts near Newark-on-Trent. National Highways are looking to procure a design and build partner to deliver the A46 Newark Bypass road scheme. National Highways are aware the Government are consulting on proposed changes to RIS3 and that includes this project. No decisions have been made at this time.

This Preliminary Market Engagement Notice is issued by National Highways and invites suppliers to participate in market engagement activities to inform the development of the Commercial and Procurement Strategy for the A46 Newark Bypass scheme. 
National Highways intends to release a pre-recorded presentation detailing the procurement on 20 October 2026 followed by supplier one-to-one engagement sessions from the 26th of October 2026.
