## Summary

Transport for London is exploring services and technology for video analytics within its Surface Intelligent Transport System programme. The work would deploy advanced video analytics to improve understanding of transport demand, road-user movements and network performance, supporting network management, transport planning, road safety analysis and performance monitoring. The scope may include edge-based analytics, cloud processing or a hybrid approach using existing TfL infrastructure. TfL is also examining fully managed software-as-a-service, bespoke software deployment, and combined hardware and software solutions. Technical requirements under consideration include multi-modal classification, such as distinguishing cargo bikes, e-scooters, pedestrians and heavy freight, together with trajectory tracking. This procurement is at the planning and preliminary market engagement stage: TfL is exploring the market before developing its future procurement. Suppliers are invited to request the Market Brochure and Market Supplier Questionnaire by email and provide written responses; no tender invitation is being issued at this stage. Clarification questions are expected by 14:00 on 9 October 2026, with completed questionnaire responses expected by 14:00 on 20 October 2026. TfL may arrange individual follow-up sessions with selected participants after reviewing responses. The planned contract period is 1 October 2027 to 30 September 2032. The engagement will suit suppliers able to shape a video-analytics capability rather than offer only a fixed product, because TfL is technology- and model-agnostic and is testing different technical and commercial approaches. Relevant businesses may include providers of computer vision, traffic monitoring, transport data platforms, artificial intelligence, analytics software, cloud or edge processing, systems integration, and traffic-monitoring hardware installation. Strong candidates are likely to demonstrate accurate multi-modal classification, trajectory tracking and the ability to turn large-scale video data into operational and strategic insight. Experience deploying solutions on existing transport infrastructure, supporting road safety or network performance analysis, and delivering managed services, bespoke software or integrated hardware and software will be useful. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, broadening preparation opportunities beyond large technology suppliers.

High-Level Scope & Open Market Exploration TfL is currently technology- and model-agnostic. We are approaching the market to explore the full spectrum of available solutions. Areas we wish to investigate with suppliers include: Deployment Architecture: Assessing the feasibility and benefits of edge-based analytics, cloud-processing, or hybrid environments using existing TfL infrastructure. Delivery Models: Exploring various commercial structures, including fully managed Software-as-a-Service (SaaS), bespoke software deployment, or combined hardware/software solutions. Data & Analytics Maturity: Understanding current market capabilities regarding multi-modal classification (e.g., separating cargo bikes, e-scooters, pedestrians, and heavy freight) and trajectory tracking.
