## Summary

Tyne and Wear Passenger Transport Executive, trading as Nexus, is buying technical consultancy and engineering design services to support Metro Go, its programme to replace the existing digital command and control system. The work will help develop the specification for the replacement system, control room and associated systems, and support their integration with existing signalling, processes and procedures. The scope includes surveys, operational and functional specifications, signalling validation, interface identification and a digital twin; design for an integrated transport control centre and disaster recovery suite; and requirements for trains, radio, data storage and security. It also covers safety governance, human factors, organisational change, stakeholder engagement, environmental mitigation, construction estimates, specialist support through procurement and supply, and optimisation after the system enters service. Delivery locations span England; Nexus is based in Newcastle upon Tyne.

Nexus invited offers through a competitive flexible, selective procedure. The process includes a conditions-of-participation questionnaire stage, followed by invitations to tender for the four highest-scoring suppliers. Expressions of interest were due by 9 November 2026 at 12:00, enquiries by 26 October 2026 at 23:59, and tender submissions by 29 January 2027 at 12:00. The anticipated award date is March 2027, with the contract scheduled to run from 1 April 2027 to 31 March 2035. The estimated value is £8 million excluding VAT (£10 million including VAT). There is one lot. Evaluation weights quality at 60%, social value at 10% and price at 30%. Electronic submission is allowed, and submissions are in English.

This requirement suits engineering and technical consultancy firms able to work across railway signalling, digital control systems and transport infrastructure. Suppliers will need to bring capabilities in system surveys and verification, operational and functional requirements, integration and interface management, control-centre and building design, and data and radio systems. The brief also calls for safety governance aligned with the Common Safety Method, human-factors and ergonomic assessment, environmental mitigation, and support through procurement, installation, commissioning and optimisation. Organisations with experience coordinating stakeholders and developing programmes, estimates and technical tender material will be well placed. The work spans several technical disciplines and requires support from early specification through delivery and entry into service. ## Notice

The scope of the Metro Go Technical Services Contract is to assist Nexus with the development of the specification for the new Digital Command and Control system, Control Room and all associated peripheral systems; providing Safety Governance in line with CSM, ensuring its integration into the existing system, process and procedures. The aim of this element of Metro Go is for NEXUS to successfully procure and deliver a digital replacement for the existing system, including its installation, commissioning, and optimisation. The scope will be instructed through a series of Task Orders, there will be two Task Orders awarded with the contract. The Scope of the Technical Services Contract will include: * Correlation and Condition Survey of the existing system * Production of the Concept of Operations * Production of a Functional Specification and Technical Tender Documentation for a new Digital Command and Control System * Verifying and Validating the existing Nexus Signalling system, * Identify all interfacing systems * Creating of a digital twin for the existing system * Guidance, Navigation and Process development of organisational change * The design of a new Integrated Transport Control Centre * The design of a new Disaster Recovery Suite and associated building modifications. * Ergonomic and Human Factors Assessments for all interactions with the Proposed System and the migration to it. * Specification and Requirements for the Train Fleet * Specification and Requirement for Radio systems and infrastructure * Provision of a Regulatory Body and Legislator interface * Requirements and options for Data Storage and Security. * Any associated Environmental, Ecological mitigation or management, such as Biodiversity Nett Gain and Carbon offset. * Provision of Specialist input during the tender process. * Provision of Specialist support during the supply contract. * Optimisation advice following entry into service. * Any design related works associated with planning applications or similar. * All stakeholder work involved with the project. * Implementation and Construction Estimates. * Outline design development and construct programmes. * The first two Task Orders will be awarded with the Technical Services Contract Nexus will shortlist the Tenderers following the conditions of participation stage in November 2026.
