## Summary

The City of London Corporation intends to procure site-wide construction logistics services for the refurbishment of the existing, occupied Barbican Centre in the City of London. The service will support a construction-management approach and cover logistics management and labour, site accommodation and welfare, security and access control, traffic and deliveries, vertical and horizontal distribution, crane and lifting coordination, temporary works and access, waste management, protection and housekeeping, fire and emergency arrangements, surveying, environmental monitoring and stakeholder interfaces. It will also include temporary facilities, equipment, signage, cleaning, dust and noise control, emergency call-outs and related site-support activities. This is a construction-related service procurement, with delivery at the Barbican Centre and its surrounding site.

This procurement is at the planning stage: the buyer has announced an intention to procure and has not invited tenders. It is expected to use a two-stage competitive flexible procedure, beginning with an Invitation to Participate and followed by an Invitation to Tender. The planned contract value is £3.5 million excluding VAT, or £4.2 million including VAT. The buyer expects the service to run from 8 March 2027 to 23 August 2029, with extensions potentially taking it to 22 February 2030 if the programme overruns. Expressions of interest are expected by 9 November 2026 at noon, and enquiries by 30 October 2026 at noon. The buyer expects to shortlist four applicants. Selection will consider economic and technical capability, financial capacity, insurance, modern slavery and data protection, alongside scored experience questions.

The work is likely to suit construction logistics contractors and specialist site-services businesses able to operate a complex occupied cultural venue while coordinating with a construction manager, contractors, residents, visitors and neighbouring occupiers. Relevant capability includes mobilising and managing logistics teams, traffic marshals, hoist and lift operators, slingers and signallers, security and welfare staff, fire marshals and out-of-hours cover. Suppliers should be prepared to provide or manage lifting, access, plant, temporary works, waste, cleaning, protection, environmental monitoring and emergency-response resources. Experience of live-site refurbishment, public-facing environments, constrained deliveries, construction safety and stakeholder management will be valuable. Small and medium-sized enterprises are identified as suitable. Businesses should prepare evidence of comparable experience, financial capacity, insurance, modern-slavery compliance and data-protection arrangements for the participation stage.

The logistics strategy continues to be developed alongside the programme, design and possession strategy. * Logistics management and labour: Logistics Manager, supervisors, general logistics operatives, traffic marshals/banksmen, hoist/lift operators, slingers/signallers, gatemen/security, welfare/cleaning staff, fire marshals and out-of-hours/weekend cover. * Site accommodation and welfare: survey of the existing accommodation/welfare facilities for re-use, adaptation and ongoing operation for the project duration, assessed against condition, capacity, servicing and the anticipated workforce/programme, with any additional temporary accommodation identified. * Site security and access control: hoarding and temporary fencing, pedestrian/vehicle gates, turnstiles, access-control systems, CCTV/security interfaces and visitor management. * Traffic and delivery management: delivery booking system, traffic marshals, unloading areas, vehicle/pedestrian segregation, temporary signage, road/pavement protection and cleaning, permits and suspensions. * Vertical and horizontal distribution: hoists and/or gantry cranes (with operators) and associated scaffold ramps, platforms and Haki stairs; pallet trucks, trolleys, forklifts/telehandlers, stair climbers, temporary scaffold, edge protection and boarding associated with the logistics scope. * Cranes and lifting: coordination of tower crane use, including appointed person(s), lift supervisors, slingers/signallers and banksmen, plus associated lifting equipment. * Temporary works and access: temporary stairs, walkways, edge protection, handrails, loading platforms, opening protection, scaffold interfaces and temporary works associated with the logistics installations. * Waste management: bins and segregation, floor-by-floor collection, skips, compactors, removal/disposal, hazardous-waste arrangements, transfer documentation and environmental reporting. * Protection and housekeeping: protection to floors, stair nosings, walls, corners, lifts, doors and retained finishes; temporary screens/partitions, dust control, daily housekeeping and builders'/final cleans. * Fire and emergency logistics: temporary fire points/extinguishers, interface with the temporary fire alarm, emergency signage/routes, fire marshals, fire drills and muster-point management. * Surveying and setting out: establishment, verification and maintenance of project gridlines, datums and control points. * Environmental and stakeholder management: dust/noise/vibration monitoring, dust suppression, acoustic barriers, cleaning, environmental reporting and logistics support at interfaces with the public, residents and neighbouring occupiers. * Sundry logistics: temporary signage, radios, barriers/cones, temporary doors/locks, handyman activities, consumables, pest control, winter treatment, water management/pumping and emergency call-outs.
