## Summary

The London Borough of Barnet is procuring countryside management services across Barnet, London. The work is divided into six lots: bridleway access maintenance; meadow management; rural verge grass cutting; hedge maintenance, including rural flail cutting; ditch and culvert maintenance, land drainage and revetment; and rural path access maintenance. The service covers routine vegetation and access works, drainage and watercourse-related maintenance, and associated countryside operations. Lot 5 includes excavation and lining of ponds, while Lot 3 concerns grass cutting beside rural and main roads to maintain sightlines. Additional bespoke countryside management works may be instructed on an ad hoc basis and priced by quotation. The council intends to appoint a sole provider for each lot, although one provider may be appointed to several lots.

The procurement has reached tender: the council invited offers through an open procedure, with electronic submission allowed. Enquiries had to be submitted by 22 October 2026 at 17:00, and bids by 4 November 2026 at 12:00. The intended award decision date is 15 December 2026. Contracts are planned from 1 April 2027 to 31 March 2030, with an option to extend by 12 months. The total estimated value is £3,620,000 excluding VAT (£4,344,000 including VAT). Lot values excluding VAT are: Lot 1 £1,080,000; Lot 2 £640,000; Lot 3 £80,000; Lot 4 £300,000; Lot 5 £440,000; and Lot 6 £1,080,000. Each lot is evaluated 60% on price and 40% on quality, including social value where stated.

This opportunity suits countryside, grounds maintenance, rural access and land drainage contractors able to deliver one or more specialised service areas. Relevant strengths include maintaining bridleways and rural paths, managing meadows, cutting grass verges and hedges, carrying out flail-cutting work, and maintaining ditches, culverts, ponds, land drainage and revetments. Providers should be able to manage planned seasonal operations as well as site-specific or bespoke work commissioned when required. The structure allows a business to pursue individual service areas or combine several lots, with the same provider potentially delivering more than one. Competition is not based on price alone: quality represents 40% of the evaluation, and social value is expressly included in the quality assessment for several lots. The requirement therefore favours contractors able to demonstrate reliable operational delivery and wider community value.

The London Borough of Barnet (LBB, the council) wishes to commission the Countryside Management Operations service. The London Borough of Barnet (the 'Authority') is seeking to appoint a sole service provider (the 'Provider') to deliver Countryside Management Operation services per Lot on its behalf for a three-year period with the option to extend for one year subject to budget constraints and performance. A sole Lot service provider may be the provider to one or more Lots. The works and services for Countryside Management Operations will be divided into six Lot areas as listed below: * Lot 1: Access Maintenance (Bridleways) * Lot 2: Meadow Management * Lot 3: Rural Verges Grass Cutting * Lot 4: Hedge Maintenance including Rural (Flail Cut) * Lot 5: Ditch, Culvert Maintenance, Land Drainage and Revetment * Lot 6: Access Maintenance (Rural Path Maintenance) The key periods of work will be in the period between the months of May and August. Lot 3: Rural Verges and Grass Cutting:

Lot 3: Rural Verges Grass Cutting Grass verges are located mainly in the North of the Borough adjacent to the carriageway on both rural and main roads. Appendix 2C shows the location maps. The vegetation which mainly comprises of grass needs to be cut to maintain sightlines.

Lot 5: Ditch, Culvert Maintenance, Land Drainage and Revetment:

Lot 5: Ditch, Culvert Maintenance, Land Drainage and Revetment: Ditch and culvert maintenance works including the excavation and lining of ponds are required by the Authority on an as and when basis. Detailed below is a general specification of the works that would be required, site specific variations would be agreed with the AO before agreeing any works.
