## Summary

Aberdeenshire Council plans to procure holistic and community support services for people living with dementia across North, South and Central Aberdeenshire. The service will provide information, advice and practical support for service users, including prompting and advice to help them stay safe in daily living, with signposting for carers. It will encourage involvement with appropriate community groups, raise awareness of dementia among professionals and the public, and support the development of dementia-friendly communities. The provider will maintain communication with service users, partners and colleagues, publicise events, and share relevant learning. Community support will include a development programme and establishing, facilitating and supporting self-help groups across the three Aberdeenshire areas. The procurement is for social work and related services, delivered throughout Aberdeenshire.

This procurement is at the planning stage: Aberdeenshire Council has announced its intention to procure, but this record is not an invitation to tender. It is planned as a single lot using a tender process. The council expects the next notice to be published on 16 October 2026. The contract is expected to commence in July 2027 and run for three years, with an option to extend for a further year. The stated annual contract value is approximately £105,000, while the total estimated value is £417,000. The council may amend the service specification during the contract to reflect changing requirements, legislation, statutory guidance, demonstrated benefits or additional service-development funding. No bid response is requested at this planning stage.

The planned service will suit organisations experienced in dementia support, community development and person-centred social care. Relevant providers will need to offer flexible information, advice and practical support that responds to changing needs, while helping service users access advocacy when they have difficulty expressing their views. Experience of establishing and facilitating self-help groups across dispersed communities will be important, as will the ability to engage professional workers, the public, carers and community organisations. The buyer is looking for a provider able to promote dementia awareness, develop dementia-friendly communities, organise and publicise events, and maintain clear communication with service users, partners and colleagues. Providers should also be able to share learning with relevant professionals and service users, operate a complaints procedure, and adapt delivery when requirements or guidance change. This is preparation for a future competition, not an opportunity to bid for now.
