## Summary

Cheshire East Council intends to commission supported accommodation and housing in multiple occupation (HMO) accommodation, with associated support services, for young people aged 18 to 25. The provision is intended to promote independence, wellbeing, education, employment and successful transitions into adult life. It will support young people with a range of needs, including care leavers, homeless young adults and unaccompanied asylum-seeking children. The work will be delivered across North Cheshire, including Macclesfield and surrounding areas. This is a children and young people’s welfare service, with accommodation and support delivered together. The Council is seeking to understand existing provision, property portfolios and planned developments, as well as the capacity available in the area.

This procurement is at the planning stage and the Council is carrying out preliminary market research rather than inviting tenders. It expects to publish a further notice on 1 March 2027, with the planned contract period running from 1 July 2027 to 30 June 2031. The Council may extend the arrangement to 30 June 2033. The procurement is planned as a light-touch services process with one lot, and renewal is envisaged. Providers are being asked to complete a questionnaire and may request an invitation to a market-research webinar. Completed questionnaires and webinar requests are expected by 14:00 on 30 September 2026. The engagement will also explore future commissioning, framework or dynamic purchasing arrangements and potential delivery barriers.

This will suit accommodation providers, housing associations, supported housing operators and organisations able to combine suitable properties with effective support for 18-to-25-year-olds. Relevant experience includes working with care-experienced young people, homeless young adults and unaccompanied asylum-seeking children. Providers should be prepared to describe their accommodation capacity, property portfolios, current and planned developments, support models, staffing arrangements and delivery methods. Organisations already registered under the Supported Accommodation (England) Regulations are relevant, as are providers willing and able to obtain registration where required and comply with applicable statutory requirements. The market exercise is a chance to help shape the Council’s understanding of capacity, risks and future commissioning options before the procurement reaches the market.

Cheshire East Council is undertaking a market research exercise to better understand the availability, capacity and capability of accommodation providers operating within North Cheshire, including Macclesfield and the surrounding areas to support young people aged 18 to 25.
The Council is seeking to engage with organisations that currently provide, or are interested in providing, Supported Accommodation and/or Housing in Multiple Occupation (HMO) accommodation for young people. This includes providers that are currently registered or are willing and able to become registered in accordance with the Supported Accommodation (England) Regulations and any relevant statutory requirements.
The Council has an ongoing requirement to source suitable accommodation and support options for young people with a range of needs, including care leavers, homeless young adults and Unaccompanied Asylum-Seeking Children (UASC). Provision should promote independence, wellbeing, education, employment and successful transitions into adult life through the delivery of safe, appropriate accommodation combined with effective support.
Through this engagement, the Council wishes to gain a greater understanding of:
-Existing supported accommodation and HMO provision within North Cheshire and surrounding localities.
-Current and future accommodation capacity available for young people aged 18 to 25.
-Providers' experience of supporting care-experienced young people and UASC.
-Registration status and willingness to become a Registered Supported Accommodation provider where applicable.
-Property portfolios, including current and planned developments.
-Support models, staffing arrangements and delivery approaches.
-Market appetite for future commissioning, framework arrangements, dynamic purchasing systems or other procurement opportunities.
-Potential barriers, risks and opportunities associated with delivering accommodation and support services within the Cheshire East area.
