The requirement covers approximately 4,800 square metres of roof covering, using a new overlay roofing system to create a durable, weatherproof building envelope. It also includes localised replacement of failed insulation in the southern gutter and associated alterations to roof-mounted services and lightning protection systems where required. The existing roof is a 1960s Flintkote Monoform system over a reinforced wood wool deck, later refurbished in the 1990s, and has widespread deterioration and saturated insulation in part of the southern gutter. The work is intended to protect scientific operations, equipment and business continuity while the facility remains operational. This is a construction and roof-covering works requirement. This procurement is at the planning stage: UKRI has declared an intention to procure, but has not yet invited tenders. The expected procurement is above threshold and is planned as a single lot. The estimated value is £2,000,000 excluding VAT, or £2,400,000 including VAT. UKRI expects the contract period to run from 27 April 2027 to 17 August 2027, with a subsequent notice currently expected on 10 February 2027. UKRI plans an on-site market engagement event at Rutherford Appleton Laboratory on 2 October 2026, from 10:00 to 12:00 BST. Businesses wishing to attend were asked to register by 14:00 BST on 30 September 2026, providing attendee and vehicle details. The event is intended to explain the requirement and allow questions. The planned work should suit roofing contractors with experience in large-scale refurbishment and overlay systems, particularly those able to diagnose and address deteriorated roof coverings, wet insulation and gutter defects. Relevant capability includes installing long-life waterproofing systems across approximately 4,800 square metres, carrying out localised insulation replacement, and coordinating alterations to roof-mounted services and lightning protection. Suppliers will need to plan work around an operational scientific facility, protecting building users, existing plant, specialist equipment and business continuity while maintaining safe access and sequencing. The high-reflectivity finish is intended to reduce thermal loading on the building and roof structure. UKRI has indicated that the requirement is suitable for small and medium-sized enterprises, so established specialist roofing firms may wish to prepare with suitable delivery partners for associated services and site coordination. ## Notice The existing roof covering to R55 Target Station 1 has reached the end of its serviceable life and is experiencing recurring water ingress events which present a risk to scientific operations, equipment, and business continuity. A full roof refurbishment is required to provide a durable, weatherproof building envelope and ensure the facility remains operational for the long term. The existing roof construction comprises a 1960s Flintkote Monoform roofing system installed over a reinforced wood wool deck, with a subsequent refurbishment undertaken in the 1990s. Investigations have identified widespread deterioration of the roof covering and saturated insulation within part of the southern gutter. The proposed works comprise refurbishment of approximately 4,800m2 of roof covering through installation of a new overlay roofing system, together with localised replacement of failed insulation within the southern gutter area and associated alterations to roof-mounted services and lightning protection systems as required. A thermal upgrade has been assessed but is not considered technically feasible or economically viable due to the existing roof construction. The proposed roofing solution will therefore focus on delivering a long-life waterproofing system while incorporating a high-reflectivity finish to reduce thermal loading on the building and roof structure.
