## Summary

Knowsley Council is exploring a supported lodgings service for young people aged 16 to 24. The service would provide suitable, safe and well-supported live-in accommodation through the recruitment, training and ongoing support of lodging providers, referred to as householders. It is intended to support focused recovery, reablement and progression to independence. The service would help young people build confidence, skills, resilience and networks, move on safely, sustain accommodation and progress into education, employment, training or university where appropriate, supporting a successful transition into adulthood. The work is a social care and related support service, with delivery associated with Knowsley and the wider North West of England. The procurement is classified as a light-touch service arrangement and is suitable for small and medium-sized businesses and voluntary, community or social enterprises.

This procurement is at the planning stage: Knowsley Council has stated an intention to procure and is conducting soft market testing, rather than inviting tenders. Suppliers are asked to return market-testing documents by 6 October 2026. The council expects the next notice to be published by 15 November 2026. The planned contract period is from 31 March 2027 to 1 April 2032, with a possible extension to 1 April 2037 and renewal provisions. One lot is currently planned. The planned service should suit organisations able to recruit, train and support householders who can provide safe live-in accommodation for 16-to-24-year-olds. Relevant providers are likely to include supported housing operators, social care organisations, youth services, charities, community organisations and specialist accommodation agencies with experience of safeguarding and working with young people. Strong candidates will need the operational capacity to identify suitable householders, assess and match placements, provide ongoing supervision and support, and manage referrals and changes in accommodation. The service also calls for an outcomes-focused approach covering recovery, reablement, independence, education, employment, training and transition into adulthood. Smaller businesses and voluntary, community or social enterprises are explicitly considered suitable, making this a potential preparation opportunity for local or specialist providers before the future procurement reaches the market.

Purpose of the Service To provide suitable, safe and well supported live-in accommodation for young people aged 16-24 that enables focused recovery, reablement and progression to independence through the recruitment, training and support of appropriate Lodging Providers, referred to as Householders. Interventions will support young people to achieve positive change so that they have the confidence, skills, resilience and networks to move on safely, sustain accommodation, progress into education, employment, training or university where appropriate, and make a successful transition into adulthood.
