## Summary

Norfolk County Council plans improvements to a riverside walk and its associated waterside facilities in Norfolk. The works comprise removing and disposing of an existing timber footbridge and installing a new 12-metre footbridge; resurfacing 900 metres of riverside path with Type 1 MOT granite and fines, edged with timber boards; replacing six timber fishing platforms; installing a canoe platform; and supplying and installing 20 seats or benches. The project is subject to Environment Agency approval for a Flood Risk Activity Permit. The council expects the contractor to support discussions about that permit and provide relevant construction planning and safety documentation.

This procurement is at the planning stage: Norfolk County Council has stated its intention to buy the works, but has not yet invited tenders. It expects an open competition below the public procurement threshold. Its current timetable anticipates a further notice on 20 October 2026 and lists 24 November 2026 as the planned tender-period end date; these are indicative planning dates, not an invitation to respond. The expected contract period is 1 February to 30 June 2027, with a possible extension of up to six months at the council’s discretion. The works are presented as a single lot. Delivery depends on Environment Agency approval; payment is due for pre-approval works regardless of the permit outcome.

The work is suited to small and medium-sized enterprises, and may interest contractors able to undertake footpath resurfacing, small bridge construction and riverside infrastructure installation. Suppliers should be prepared to remove and dispose of existing timber structures, construct and install replacement facilities, and supply seating. The council specifically expects the contractor to support its engagement with the Environment Agency over the Flood Risk Activity Permit and provide appropriate documentation, such as a Construction Phase Plan, risk assessments and method statements. This is a preparation-stage prospect rather than a current bid invitation. Suppliers considering the work should assess whether they can coordinate the permit-support activity with the physical works and deliver the specified path, bridge, platforms and benches.

## Notice

The requirement includes the removal and disposal of an existing timber footbridge and supply and Installation of a new 12m footbridge. Resurfacing of 900 metres of riverside walk in Type 1 Mot granite topped with fines and edged with timber boards. Removal and disposal of 6 old timber fishing platforms, supply and installation of six replacement fishing platforms and one canoe platform. Supply and Installation of 20 seats/benches. Please note that these works are subject to Norfolk County Council receiving approval from the Environment Agency following their recent submission of a Flood Risk Activity Permit (FRAP). The contractor will be required to provide appropriate documentation (such as Construction Phase Plan, Risk Assessments and Method Statements) to Norfolk County Council to support the any discussion with the Environment Agency . ALL pre-FRAP approval works will be paid to the contractor regardless of the FRAP outcome. Please note the Pricing Schedule Part 1 Preliminary works will include all contractor support to Norfolk County Council and Environment Agency to secure the Flood Risk Activity Permit, and Part 2 all other costs including supply and installation of requested infrastructure. In respect of Local Government Reorganisation ("LGR"), on 7 September 2026 the government withdrew an earlier decision that it was minded to establish three unitary councils for Norfolk and announced a 'rapid review' of its LGR programme in respect of Norfolk and some other areas. On 4 December 2025, the then Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intended to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it was minded to hold inaugural mayoral elections in May 2028. On 7 September 2026, the current Secretary of State said: "The Prime Minister is really clear that the Government's ambition is to ensure that every area in England has, or is in the process of establishing, a strategic authority by the end of 2027, with strategic authorities in place everywhere by the end of 2028". Should LGR and/or devolution processes lead to unitary local government in Norfolk and/or to the establishment of a strategic authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the county council, or to any joint body incorporating or formed by any such successor and/or to any strategic authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
