## Summary

The Government Commercial Agency plans to establish a framework covering print management, digital communications and a self-service print marketplace. Services include end-to-end operational, transactional and security printing; direct mail, storage, fulfilment and distribution; digital asset management and solutions; scanning, pre-production and media duplication; and production of official papers. This is at planning stage: the buyer has announced its intention to procure, but has not yet invited tenders. The planned framework is intended to replace three existing Government Commercial Agency print agreements. It is described as one lot, with small and medium-sized businesses considered suitable. The buyer’s indicative date for a subsequent notice is 5 January 2028. The planned contract period is 7 June 2028 to 15 December 2032. The estimated value is £1.724 billion excluding VAT (£2.155 billion including VAT). Print Marketplace: A self-service, end-to-end, instant quote digital platform for buying printed material all over the UK, particularly low value / high volume requirements including brochures, flyers, leaflets, business cards, letterheads and other transactional print. NHS Notify Printed Communications: Printed letters and postal mail for both standard letters and accessible letters on behalf of the NHS and health authorities, sending communications such as, but not limited to: invitations for vaccinations, cancer screening, vaccination appointment booking, secondary care referral appointment booking. Also including (but not limited to): braille, large print, multiple languages, audio CD and easy read.
