    "description": "This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this modification. This contract has now been formally modified.<br/><br/>The contract was entered into before 1 January 2024. In accordance with Regulation 29(2), the modification has been made under Regulation 13. The Trust relies on Regulation 13(1)(d) and the criteria at Regulation 13(2): the modification does not render the contract materially different in character, and the cumulative change in the lifetime value of the contract since it was entered into (PS2,152,000 excluding VAT) is less than 25% of the lifetime value of the original contract (PS12,853,996 excluding VAT). This notice is published under Regulation 13(4) because the modification is attributable to a decision of the relevant authority and the cumulative change in lifetime value is PS500,000 or more.<br/><br/>The previous publication reference at IV.2.1 (2019/S 139-342914) is the contract award notice for the framework agreement under which this contract was called off. Contractually, the modification consolidates responsibilities that were previously split across separate arrangements into one agreement with the Trust, so that governance, performance management and accountability sit within a single contractual structure. The patient cohort, geographical scope and clinically / nurse-overseen assessment model remain unchanged.<br/>The assessment / booking element serves the same NEPTS cohort, within the same patient pathway and for the same commissioned purpose as the transport element. The existing contract documents also contain express provisions concerning collaboration and operational dependency between patient transport services and eligibility / booking services delivered under related arrangements.",
                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The modification was made under Reg 13 of the PSR 2023. The contract was awarded in 2019 under PCR 2015; modifications during its term accordingly fall to be made under PSR Reg 13. The term extension was required to maintain continuity of service pending completion of the ongoing PSR procurement and is limited to the period necessary for that purpose. The scope modification was required because the separate assessment centre contract expired in August 2026, and delivery of the transport service depends on continuity of that assessment service. Before the modification, the 2 service elements were received through separate but related contracts within the same framework structure. The modified arrangement consolidates those functionally connected elements under 1 contract with the same provider. In support, existing contract documents expressly provide for collaboration & operational dependency between patient transport services & assessment services delivered under related arrangements."
