## Summary

Trafford Council is commissioning economic research and consultancy to develop a new economic strategy for Trafford, covering 2026–2036. The work is intended to build an evidence base, identify economic opportunities and challenges, inform investment and policy decisions, and set out how the borough can achieve inclusive, sustainable growth. It has two main phases: an economic diagnostic, engagement and strategic choices, followed by preparation of the final strategy, investment proposition and delivery framework. A second lot provides for additional specialist consultancy support through rate-card services if needed. The work is for Trafford and the wider borough’s economy.

The buyer invited offers through an open competition. The enquiry deadline was 28 September 2026 at 17:00, and the submission deadline was 5 October 2026 at 12:00. The main strategy commission is scheduled to run from 14 December 2026 to 31 March 2028; additional specialist support is scheduled from 14 December 2026 to 31 March 2029. The main lot is valued at £100,000 excluding VAT (£120,000 including VAT). The specialist-support lot has a recorded value of £0, with support to be called on if required. The work is divided into a principal strategy commission and a separate route for additional specialist support on a rate-card basis. Both lots are identified as suitable for small and medium-sized enterprises, making the requirement relevant to smaller consultancies as well as larger firms. The second phase of the main commission depends on confirmation of additional funding.
