## Summary

Ofcom is exploring a study of the online activity of children aged 8–17, extending its current research, which covers children only up to age 14. The work is market research intended to produce information on children’s online usage levels, including usage at reasonably recent points throughout the year. Ofcom wants data that can support its enforcement and regulatory activities. The study may require continuous monitoring or multiple waves of research during the year. Delivery is in the United Kingdom. Suppliers with expertise in research into children’s digital behaviour and the ability to collect and analyse online usage data are likely to find the subject matter relevant.

This is a planning-stage market engagement exercise to gather supplier feedback and shape Ofcom’s procurement strategy and tender documents; it is not an invitation to tender. Ofcom expects a formal procurement procedure to follow, but participation in the engagement is not a condition of taking part in that future tender. The engagement questionnaire is intended to inform the approach, with possible discussions between Ofcom’s project team and interested suppliers. Ofcom anticipates a budget of £1 million to £1.5 million for a potential four-year contract. The anticipated contract period begins on 1 April 2027, with an initial end date of 31 March 2028 and a maximum extent to 31 March 2031; renewal is envisaged. Ofcom expects the next notice on 1 December 2026. The engagement questionnaire deadline is 12 October 2026 at 17:00.

The engagement is aimed at suppliers able to advise whether Ofcom’s proposed objectives and study structure are achievable in the market, including practical constraints and new research possibilities. Relevant capability includes designing research into online activity among 8–17-year-olds, measuring usage levels, and delivering recent data across the year through continuous monitoring or a multi-wave design. Suppliers should also be able to produce robust evidence that can be used for regulatory and enforcement work. This is an opportunity to influence the eventual specification and procurement strategy, rather than to compete for a contract at this stage. Ofcom says engagement is not a prerequisite for bidding in the later procurement, so suppliers can still prepare for the expected formal process without taking part in this questionnaire.

Ofcom is undertaking this market engagement to gather general feedback to inform and help us finalise our procurement strategy and tender documentation. A formal procurement procedure is expected to follow this market engagement exercise but please note that undertaking this market engagement exercise does not commit Ofcom to any course of action, including undertaking a subsequent procurement process. This is an information gathering exercise only. Prospective suppliers are not being assessed at this stage and taking part is not a necessary pre-condition to being part of the tender. Some more information about what Ofcom needs: The study needs to contain information on what 8-17 year olds are doing online. This is an extension beyond our current study which only goes up to the age of 14. Ideally we'd like to be able to answer questions about children's online usage levels and refer to fairly recent usage at any time during the year, so this may mean continuous monitoring or at least a multi-wave approach during the year. The data must be able to be used for enforcement and regulation activities. Our main aim is to ensure that our thinking about the objectives and structure of the study match market capability both in terms of new possibilities and also limitations. We anticipate a budget range to be between PS1m - PS1.5m. These figures are for the potential 4 year contract term.

The purpose of this preliminary market engagement (PME) questionnaire is to seek input from market participants to inform and help us inform our procurement strategy.
This PME will be in the form of a questionnaire, and possibly some discussion between the Ofcom Project Team and interested Suppliers.
