## Summary

Sussex Partnership NHS Foundation Trust procured an adult ADHD assessment access and triage pilot, called ADHD Primary Care Connect. The service is intended to provide a single, needs-led route into assessment, matching people to the most appropriate provider according to the complexity of their needs. Its stated aims are to improve fairness of access, patient experience, waiting times and safety. The work is health services delivered in Sussex, with the named service location at Portland House in Worthing. The requirement concerns medical personnel and the clinical pathway for adult ADHD; it is not a general healthcare contract. The pilot sits within the Trust’s NHS services and is intended to continue an existing service model and patient cohort.

The procurement is complete and the contract was awarded to Alliance for Better Care Ltd - Growing Health Together. One lot was listed, but its tender status is cancelled; the award itself is recorded as active. The Trust used a limited direct award without a prior competition, under Direct Award A of the Provider Selection Regime 2023, to continue substantially the same service without material change. The justification was that the incumbent remained appropriate and was delivering the required outcomes; no comparative provider assessment was carried out. One bid was recorded. Price was listed as the award criterion, while the rationale also refers to quality, patient safety, integration and value. The contract was signed on 6 March 2026, with a value of £1,748,792. No contract period or award date is recorded.

The award demonstrates demand for an established adult ADHD access, triage and assessment pathway embedded in local NHS clinical services. A credible provider for similar work would need to deliver safe, effective care that meets clinical requirements, manage capacity against ongoing patient demand, and maintain continuity without disrupting existing care. The service also depends on working in an integrated way with the Trust’s clinical pathways and matching patients to appropriate providers according to complexity. The incumbent was selected for continuation of an existing service, rather than through a competition between providers, so experience delivering this model and evidence of effective performance are particularly relevant to suppliers assessing comparable future requirements from this buyer. The award to an SME indicates that this service scale can be delivered by a smaller provider.

### Procurement Information

This procurement is being undertaken using Direct Award A under Regulation 23 of the Provider Selection Regime (PSR) 2023. Under this route, the relevant healthcare services are being continued in substantially the same form, with no material change to the scope, service model, or patient cohort.
As such, the formal application of key selection criteria is not required, as no comparative assessment between providers is being undertaken. The purpose of Direct Award A is to enable the continuation of an existing service where the incumbent provider is already delivering the required outcomes and remains appropriate to do so.
Notwithstanding this, consideration has been given to the underlying PSR principles, including quality, patient safety, integration, and value. The incumbent provider continues to:
* Deliver safe and effective services, meeting clinical requirements
* Support continuity of care and service stability, with no disruption to patients
* Operate in an integrated manner within SABP's clinical pathways
* Provide appropriate value and capacity to meet ongoing demand
Given that the service is already embedded and performing effectively, and that no material changes are proposed, the decision not to formally apply key selection criteria is proportionate and compliant with Regulation 23.
