## Summary

Thames Water Utilities Limited is seeking an enterprise low-code/no-code platform to support digital transformation across its organisation. The platform will let business users and IT teams build and manage applications, workflows, automations and other digital solutions, from departmental tools to business-critical systems. It is intended to reduce manual work and speed up development, while providing enterprise governance, security, auditability and lifecycle management. Integration is required with existing systems including SAP, Microsoft 365, Azure, Salesforce, operational technologies, data platforms and third-party applications, using APIs, connectors and integration services. This is a software and information systems procurement. Delivery is across Thames Water’s operations in the South East and London areas of England.

The process reached tender: Thames Water invited offers through a competitive flexible procedure, with a preliminary selection questionnaire (PSQ) followed by an invitation to tender (ITN); shortlisted suppliers may then progress from written submissions to presentations and award. The deadline to request access to and submit the PSQ was 23 October 2026 at 12:00 noon. The enquiry deadline was 6 October 2026 at 17:00. The stated contract term is four years, with options to extend annually, in whole or in part, up to a maximum overall term of eight years. The estimated value is £1,000,000 excluding VAT (£1,200,000 including VAT). Evaluation weights technical quality at 35%, commercial price at 30% and presentations at 35%. The selection criterion includes ISO 27001.

This opportunity is suited to software providers with an enterprise low-code/no-code platform and the ability to implement and support it at organisational scale. Suppliers should be able to demonstrate secure, scalable application development; workflow automation, business process orchestration, robotic process automation and AI-assisted development; reusable components; and effective governance, access controls, auditability and environment management. Strong integration capability is important, including experience connecting enterprise platforms such as SAP, Microsoft 365, Azure and Salesforce, as well as operational technology, data platforms and third-party applications. Suppliers must meet the ISO 27001 selection requirement. The buyer has identified the opportunity as suitable for small and medium-sized enterprises, so businesses of that size may compete, provided they can deliver the technical solution and make a strong commercial and presentation case.
