## Summary

Ubico Ltd is planning a vehicle and equipment hire framework to replace its existing hire arrangements and support its operational requirements. The proposed scope covers nine lots: four-wheel-drive vehicles, beavertail transporters, vans, tippers and Luton box vehicles; refuse collection vehicles and skip or hook loaders; refuse vehicles with bin lifters; kerbside recycling and food-waste vehicles; road sweepers; grounds-maintenance equipment; materials-handling equipment; fully electric battery vehicles; and powered-access equipment. The framework is intended to provide access to a range of hired vehicles as needs arise. The work is for operations in Gloucestershire. Suppliers may offer for any combination of lots, and appointments will be made separately for each lot.

This is a planning-stage procurement, with no invitation to tender yet. Ubico is undertaking voluntary preliminary market engagement to gather supplier feedback on the proposed framework structure, service requirements and market capability; responses will help shape the final specification and procurement approach and will not be evaluated as tender submissions. The engagement period is stated as 24 September to 23 October 2026, with a milestone date of 20 October 2026. The framework is anticipated to start on 1 March 2027, run for four years and allow two further 12-month extensions. The stated estimated value is £3.5 million excluding VAT (£4.2 million including VAT). The nine lots are intended to have up to five suppliers each. Future tenderers are to be assessed on price and quality and ranked by overall score.

The framework may suit vehicle-hire companies able to supply and support one or more specialist fleet categories, from vans, tippers and refuse vehicles to road sweepers, grounds-maintenance and materials-handling equipment, electric vehicles and powered-access equipment. Suppliers can choose which lots to pursue, so businesses need not cover the entire range. Ubico is seeking market feedback on service requirements and supplier capability before finalising the specification, giving prospective providers a chance to inform the planned approach through the engagement questionnaire. Preparation should focus on the ability to respond to vehicle-hire needs as they arise and to meet the requirements of the relevant lot. Suppliers should also be prepared for a price-and-quality assessment and ranking within each lot. Framework appointment would not guarantee work or any minimum volume or value; requirements would be offered first to the highest-ranked supplier able to meet them.

## Notice

The vehicle hire services will be provided under a Framework consisting of 9 lots. This new Contract will replace the Company's existing vehicle hire arrangements, which are due to expire in early 2027, ensuring continuity of service and ongoing access to a range of hired vehicles to support operational requirements. Providers can Tender for any combination of lot or lots. Being awarded a place on the Contract is not a guarantee of any work. The framework agreement will be for a duration of 4 years, with the option to extend for two further periods of 12 months each. The Contract is anticipated to commence on 1 March 2027. The Company intends to appoint up to a maximum of five Suppliers to each lot. Tenderers will be evaluated against the published price and quality criteria and ranked in order of their overall score. Suppliers appointed to each lot will be ranked from highest to lowest scoring Tenderer. When a vehicle hire requirement arises, the request will first be offered to the highest-ranked Supplier for the relevant lot. If that Supplier is unable to meet the requirement, the Company will approach the next-ranked Supplier, and so on until the requirement is fulfilled.
