Lot 1 covers external works, including groundworks, bricklaying, formwork and concrete ramps or paths, and galvanised-steel handrails. Lot 2 covers internal and external building fabric, including carpentry, plastering, decoration, flooring, plumbing, electrical work, roofing, uPVC windows and doors, brickwork and cleaning. Work on Lot 2 also includes communal areas. The requirement is for general building works and construction services to maintain and adapt the council’s housing stock. The buyer invited offers through an open procedure for a framework agreement divided into two lots, with up to four suppliers. Enquiries were due by 14 October 2026 at 12:00, and tenders by 21 October 2026 at 12:00. The planned award decision date was 8 January 2027. Each lot is scheduled to run from 15 January 2027 to 14 January 2028, with an option to extend by up to 24 months, to 14 January 2030. The estimated value is £2.4 million excluding VAT for Lot 1 and £9 million excluding VAT for Lot 2; the overall estimate is £11.4 million excluding VAT. Evaluation for both lots is 70% price and 30% quality, including quality responses, CDM regulations, sustainability and environmental matters, and method statements. This opportunity suits established building contractors able to deliver planned maintenance and adaptation across domestic housing, including work in empty and occupied properties. Lot 1 is relevant to firms with external-works capacity in groundworks, bricklaying, formwork and concrete, and metal handrail installation. Lot 2 suits contractors able to cover a broader mix of building trades, including plumbing and electrical work, roofing, carpentry, plastering, decoration, flooring, window and door maintenance or replacement, brickwork and cleaning. Bidders should be able to explain how they will manage quality, comply with CDM regulations, address sustainable development and environmental issues, and provide the required method statements. The framework’s call-offs may be awarded with or without a further competition, so suppliers should be prepared for both routes. ## Notice Swansea Council (the Client) requires established and competent Contractors to undertake and deliver multi-disciplined planned maintenance works in both void (empty) and occupied properties throughout the City & County of Swansea. It is of the clients best understanding that the void to tenanted property ratio will be 90% Vacant/Void properties to 10% Tenanted properties ### Lot Information Lot 1 - External Works Lot 1 will require Contractors to undertake Planned Maintenance and Adaptation works relating to external works of domestic dwellings, which is to include elements of the following trade disciplines: Groundworks, Bricklaying, Formwork & Concrete Application (concrete ramps/paths) and Galvanised-Steel Hand Railing to various properties within the boundaries of Swansea in accordance with the details set out or referred to in the contract particulars and specification. Renewal: with the option to extend up to 24 months Lot 2 - Internal Works Lot 2 will require Contractors to undertake Maintenance works relating to both the internal and external fabric of domestic dwellings, which is to includes elements of the following trade disciplines: Carpentry, Plastering, Decoration, Flooring, Plumbing, Electrical, Roofing, UPVC Windows & Doors (labour only maintenance and replacement), Brickwork and Cleaning to various properties, including communal areas, within the boundaries of Swansea in accordance with the details set out or referred to in the contract particulars and specification.
