## Summary

Suffolk County Council is buying primary mental health and clinical psychology services for the Suffolk Youth Justice Service. The work supports children involved with the service and its practitioners. It includes three primary mental health workers, based across the three operational Youth Justice Teams, who provide specialist consultation, assessment and therapeutic interventions. Clinical psychology support gives practitioners case formulation, advice and support, and clinical supervision focused on children’s mental health and emotional wellbeing. This is healthcare provision, including psychology services, delivered across Suffolk. The work is provided by the NHS and covers both direct support for children and specialist input to the Youth Justice Service workforce.

The process has reached an intention-to-award stage under the Provider Selection Regime; the supplied description says the contract has not yet been formally awarded. Norfolk and Suffolk NHS Foundation Trust was selected through a direct award, without a prior competition, following assessment of the existing provider’s performance and expected ability to meet the requirement. One bid is recorded. The stated evaluation gave quality and innovation 25%, value 20%, integration, collaboration and service sustainability 20%, improving access, reducing health inequalities and facilitating choice 20%, and social value 15%. The contract was signed on 23 September 2026, for £942,930 excluding VAT including the optional extension. The expected initial term is 1 April 2026 to 31 March 2029, with an option to extend by up to 24 months, to 31 March 2031. Provider representations were due by 6 October 2026.

This award shows that Suffolk County Council buys a joined-up specialist mental health offer for children in youth justice: primary mental health workers embedded in operational teams, alongside clinical psychology input for practitioners. A credible competitor for this requirement would need to provide suitably experienced mental health professionals able to consult, assess and deliver therapeutic interventions to children, as well as psychologists capable of case formulation, clinical advice and supervision. Delivery across all three Youth Justice Teams calls for the staffing capacity to maintain a presence across the service and work collaboratively with its practitioners. The Council’s stated assessment also makes quality and innovation, value, integration and sustainability, improved access and reduced health inequalities, choice, and social value relevant areas for a future provider to demonstrate.
