## Summary

City & County of Swansea is buying several digital screens, including the hardware and connections needed to run them, for Y Storfa, its multi-purpose community services hub in Swansea city centre. The hub supports community activities, learning, wellbeing and digital inclusion, and provides space for third-sector, public-sector and private organisations. Screens must work with Fugo CMS using the Fugo Player app, through a media player or an integrated screen operating system; the Council will provide access to its Fugo Player licence. The equipment should be reasonably robust for use in the building. This is a supply and installation requirement for office and computing equipment, rather than a software procurement.

The Council invited offers through a below-threshold open competition. The procurement has reached the tender stage. The buyer set 12 October 2026 at 12:00 UK time as the deadline for enquiries and 19 October 2026 at 12:00 UK time as the deadline for submissions. The estimated value is £25,000 excluding VAT (£30,000 including VAT). The contract period is 1–2 December 2026. There is one lot. Evaluation is weighted 55% on price and 45% on quality: product detail accounts for 30%, robustness 10%, and delivery and installation 5%.

This requirement may suit small and medium-sized businesses and voluntary, community or social enterprises. Suppliers need to provide and install multiple robust digital screens, together with compatible media-player hardware or an integrated operating system and cloud connectivity that can run the Fugo Player app. Experience selecting suitable equipment and delivering an installation that works with an existing digital-signage platform would be relevant to the requirement. The quality assessment places most emphasis on product detail, with robustness also assessed, so suppliers should be able to explain their proposed screens and demonstrate their suitability for a busy community setting. Delivery and installation are part of the assessed offer; suppliers able to provide both equipment and installation can address the full stated requirement.

## Notice

The Council has recently opened its new multi-purpose community services hub called Y Storfa, developed at the former BHS unit on Oxford Street in Swansea City Centre. Y Storfa provides community cohesion, opportunities for self-development and growth, digital inclusion, wellbeing, unity and strength across Swansea's diverse communities. Y Storfa is accessible to all and provides a range of services in a welcoming environment where you can meet others and participate in social activities, learning and support groups. It provides agile accommodation for third sector organisations, public sector bodies and private sector companies that endorse the ethos of a community hub. The Council is now looking for a company to provide and install several digital screens in the new building and are looking for potential solutions to the items listed below. Given the nature of the building the products will need to be reasonably robust. All screens as part of this RFQ will utilise Fugo CMS. (https://www.fugo.ai/) This is the current CMS used by Swansea Council for digital assets across the city. All screens need to include the necessary hardware & associated connections to the cloud to be able to utilise Fugo CMS. (i.e not via a web browser, will require a specific media player or integrated screen operating system to install and run the Fugo Player app (https://www.fugo.ai/download/ ) The Council will provide access to its Fugo Player Licence.
