## Summary

Moorlands Learning Trust is buying school catering services through a framework agreement for schools, academies, trusts and other educational establishments in North and West Yorkshire. The initial call-offs cover ten primary schools: seven in the Collaborative Learning Trust lot, two in the Moorlands Learning Trust lot and Harehills Primary School in the third lot. The requirement is for catering services at school locations in the region. The framework is open to eligible educational establishments, so suppliers may also serve other participating bodies beyond the initial ten schools.

The buyer invited offers through an open procedure. The tender submission deadline was 3 November 2026 at 23:59 UTC; the stated award decision deadline was 17 December 2026 at 23:59 UTC. All three lots have the same contract period, from 6 January 2027 to 5 January 2031. Offers are scored on quality, social factors and commercial price: the respective weightings are 55%, 5% and 40% for lot 1; 68%, 7% and 25% for lot 2; and 64%, 6% and 30% for lot 3. A successful supplier pays a fee of 0.5% of the award value.

The opportunity suits school catering providers able to serve primary schools in North and West Yorkshire. Small and medium-sized businesses and voluntary, community or social enterprises are expressly considered suitable for each lot. Bidders must show annual turnover of at least four times the estimated annual contract value of the initial school contract for each call-off body they bid for; this is assessed separately for each body, not against the combined potential framework value. Suppliers should therefore have financial capacity matched to the school or schools targeted, as well as the operational capability to deliver catering across the relevant sites. Social performance carries a scored share alongside service quality and price, making evidence of social value relevant to the bid.
