## Summary

Guildford Borough Council is exploring suicide-prevention works at its multi-storey car parks in Guildford. The potential scope includes installing new vehicular edge protection alongside suicide-prevention measures at one car park, and considering immediate temporary measures across all car parks. The work may involve designing and installing barriers or other prevention systems, with solutions needing to account for existing structures, ventilation, lighting, drainage, fire safety, vehicle and pedestrian movements, and ongoing maintenance. Suppliers are also being asked to consider how works could be carried out safely in operational car parks, including phasing, traffic management and temporary protection. This is market engagement to help shape a possible future requirement, not a tender invitation.

The process is at planning and consists of preliminary market engagement; the Council has not committed to proceeding with a procurement. Suppliers are invited to provide market intelligence, not a binding quotation, and responses will not be scored or used to select suppliers. The Council asks for responses in PDF form by 1 October 2026. It expects to publish a further notice on 15 October 2026. One planned lot has an indicative contract period from 16 October 2026 to 15 October 2027. The Council is seeking views on available solutions, delivery models, indicative costs and timescales, technical requirements and possible procurement routes, including frameworks and design-and-build arrangements. No award evaluation basis has been set out.

The engagement is most relevant to suppliers with practical experience in suicide-prevention or fall-prevention systems, particularly work in multi-storey car parks and for public-sector or local-authority clients. The Council is seeking information from businesses able to explain suitable barrier designs, materials, fixings and compatibility with existing structures, and to address structural engineering, fire safety and working at height. Installation capability in operational facilities will matter, including safe systems of work, phasing, temporary protection and traffic management. Suppliers with design-and-build capability, or those able to work as a specialist subcontractor or principal contractor, are invited to explain their delivery model. Relevant evidence includes comparable projects completed in the past five years, delivery capacity, programme and mobilisation experience, and knowledge of maintenance and whole-life costs. No particular accreditation is identified.

Any information provided should therefore be considered as market intelligence only. Suppliers should not incur any costs in responding, and the Council will not be responsible for any costs associated with participation in this exercise. We would be grateful if you could provide a response in PDF form and return it by Thursday, 1st October 2026. Responses should be treated as indicative market information and not as a request for a binding quotation. 1. Supplier Information Organisation name and contact details. Brief description of your organisation and relevant capabilities. Years of experience delivering suicide prevention / fall-prevention measures. Relevant experience in MSCPs. Relevant public-sector/local-authority experience. Details of similar projects delivered within the last 5 years, including approximate value and location. 2. Understanding of the Requirement Please describe your understanding of the challenges associated with implementing suicide prevention measures within operational MSCPs. What factors should a local authority consider when determining the most appropriate solution? What should a local authority consider in determining an appropriate immediate temporary solution to suicide prevention works. Are there particular characteristics of MSCPs that materially affect the design or installation approach? 3. Potential Solutions Type/design of barrier or prevention system. Typical height/specification. Materials and expected lifespan. Fixing/anchoring methodology. Compatibility with existing structures. Impact on ventilation, lighting and drainage. Structural load implications Combining installation of vehicular edge protection measures Fire strategy considerations Impact on vehicle/pedestrian movements. Anti-climb considerations. Visibility/aesthetics. Maintenance requirements of the system and the external facades. Resistance to vandalism/weathering. 4. Design Responsibility Would you typically provide the design? If so, what level of design would you undertake? How would structural engineering input /fire safety assessments be included? Would you expect the Council to appoint an independent structural engineer/design consultant? Can you provide a design-and-build solution? What measures would you recommend to maintain public safety during installation? 7. Programme Indicative timescale from appointment to completion. Lead times for materials. Current capacity to undertake works. Any factors likely to affect programme. Whether works could be delivered across multiple MSCPs as a programme. 8. Cost Information Typical cost basis (e.g. PS/linear metre). Indicative design costs. Survey/investigation costs. Installation costs. Traffic management/temporary works. Scaffolding will be a considerable cost depending on whether the system can be installed inside or not. But in reality there will need to be a safe system of working in place and this will cost. Any significant additional costs. Typical percentage allowance for preliminaries/overheads. Maintenance/whole-life costs. 9. Procurement / Commercial Model What procurement route would you consider most appropriate? Would you recommend design and build; separate design consultant and construction contractor; specialist supplier appointed directly; framework; or another model? Could your organisation act as principal contractor? Could you work as a specialist subcontractor to a main contractor? Which procurement frameworks, if any, could potentially facilitate this requirement? Would you anticipate the requirement being attractive as a standalone contract or a multi-site programme?
