## Summary

The Northern Lighthouse Board is seeking a contractor for Legionella risk management across its water systems. The work covers risk assessments, remedial works, advice on control measures and testing regimes for buildings, structures and assets with hot and cold-water systems at accessible road-end sites. For remote sites, the contractor will prepare desk-based assessments using information supplied by the Board. The service also includes responding to ad hoc Legionella queries and, when required, training or refresher training for Board technicians so they can collect information from remote sites. The Board operates 208 lighthouses across Scotland, the Northern Isles, the Western Isles and the Isle of Man, as well as an Edinburgh office and bases in Oban, Inverness, Lerwick and Kirkwall; water systems at 66 buildings are in scope. This is a water-treatment and health-and-safety service.

The Board invited offers through a below-threshold open competition. The procurement has reached the tender stage. The enquiry deadline was 12 October 2026 at 16:00, and the bid deadline was 19 October 2026 at 14:00. The single lot has a contract period from 9 November 2026 to 8 November 2031. Its estimated value is £124,000 excluding VAT (£148,800 including VAT). Evaluation is weighted 60% for quality and 40% for financial aspects. Electronic submission is allowed. The tender is suitable for small and medium-sized businesses. The contract covers risk assessment and remedial work at accessible sites, desk-based work for remote stations, ongoing advice, and periodic technician training; the training is expected approximately every three years.

This opportunity suits specialist water-safety or environmental-health contractors able to assess Legionella risks in hot and cold-water systems and recommend proportionate control measures, remedial action and testing regimes. Suppliers need to handle two distinct delivery models: site visits to accessible road-end locations and desk-based assessments of remote lighthouse stations using client-provided information. The work also calls for responsive technical advice on ad hoc queries and the ability to deliver suitable training or refresher training to the Board’s technicians, enabling them to gather relevant data at remote sites. Experience adapting risk assessments to infrequently visited buildings is relevant, as some stations receive maintenance visits only annually or every two years. SMEs are identified as suitable to compete; no specific accreditation or staffing threshold is stated.

## Notice

The Northern Lighthouse Board has 208 lighthouses protecting the coastline of Scotland, the Northern Isles, The Western Isles and the Isle of Man as well as an office in Edinburgh, and bases in Oban, Inverness, Lerwick and Kirkwall. The lighthouse stations are infrequently visited, with some being annual or biennial maintenance visits of varying lengths as detailed in the requirements document. This should be taken into account in the risk assessment. Of these buildings 66 have a water system that is supplied from either mains, private or stored water supplied by NLB tender. NLB has a duty to ensure those systems are assessed, compliant and maintained to ensure they pose no risk. It should be noted on all lighthouse station sites that the water system is used for washing, showering and flushing toilets, bottled water is provided for drinking and cooking. For mains sites bottled water is still the preferred means for drinking water. All stations with water have UV and particulate filters within the water system, unfortunately the UV system is switched off between visits and is not optimally maintained. NLB supplement the UV system by storing water automatically dosed with a silver stabilised hydrogen peroxide solution at 250 parts per million. The Northern Lighthouse Board is seeking to appoint a Contractor who will: - Undertake Legionella Risk assessments, remedial works and advise necessary control measures and testing regimes to all buildings, structures or assets with hot and cold-water systems and services at all easily accessible road end sites. For remote sites the Contractor will carry out a desk top risk assessment based on information provided by NLB. Answer ad hoc queries and provide advice on legionella related matters at NLB sites. When required, approximately every three years, the Contractor will provide suitable and sufficient training or refresher training to NLB Technicians to allow them to gather the appropriate information on the remote sites. Further information on requirements of this procurement including technical specifications can be found in Schedule 2 - Requirements Specification.
