## Summary

Betsi Cadwaladr University Health Board is procuring roof upgrade works at Abergele Community Clinic. The work is a complete renewal of the existing flat roof, creating a warranted warm roof system with a seamless, cold-applied liquid waterproofing membrane and insulation upgraded to current Building Regulations requirements. The contractor must strip the existing roof to the timber joists, check the structure, install a new plywood deck and warm roof build-up, remove a disused chimney below deck level, and complete ventilation, outlets, flashings and other roof details. Scaffolding, edge protection and access equipment are included. The site is Abergele, and work will take place in a live hospital environment. The contractor must coordinate architectural, mechanical, electrical and structural elements and phase work to keep the building weather-tight each day.

The buyer invited offers through an open competition for one lot. The enquiry deadline was 19 October 2026 at 12:00 and the submission deadline was 22 October 2026 at 12:00. The contract period is 13 November 2026 to 31 March 2027. The estimated value is £125,000 excluding VAT (£150,000 including VAT). Evaluation gives 60% weight to the commercial offer and 40% to technical quality. This is a below-threshold works procurement. The process is at tender stage: the invitation to submit offers has been issued.

This requirement suits roofing contractors with demonstrable experience delivering flat-roof renewal and warm-roof systems, including cold-applied liquid waterproofing and tapered PIR insulation. The successful contractor needs the technical capability to inspect roof structures, install a plywood deck and coordinate associated building-services and structural work. It also requires suitable capacity to provide scaffolding, edge protection and access equipment, and to manage a phased refurbishment safely while maintaining weather-tightness at the end of each day. Suppliers must be able to plan logistics and access, control infection risks and meet health and safety requirements in an operational NHS clinical setting, minimising disruption to ongoing services. The works call for coordination across architectural, mechanical, electrical and structural elements. Offers are assessed on both price and technical quality.
