## Summary

The Department for Transport is seeking an independent banking and financial adviser for the Heathrow expansion programme. The adviser will provide sponsor-side financial and commercial advice on whether expansion can be financed and delivered, debt and equity market appetite, affordability, risk allocation, investor confidence, government exposure to costs and risks, delivery structures, governance and commercial models, and emerging financing or regulatory issues. The work also includes a strategic financeability assessment every six months and may include additional services commissioned as programme priorities change. The programme aims to enable a privately financed, market-led expansion, including an operational third runway at Heathrow Airport. The work relates to Heathrow Airport in the United Kingdom. The Department for Transport invited tenders through an open procedure. The enquiry deadline was 13 October 2026 at 12:00 and the tender submission deadline was 23 October 2026 at 17:00. The contract is scheduled to run from 4 January 2027 to 4 January 2030, with an option to extend by one year, to 3 January 2031. The estimated value is approximately £3 million excluding VAT. Evaluation is staged: technical and social value accounts for 70%, presentation and interview for 10%, and price for 20%. The first stage assesses experience, technical capability, understanding of Heathrow’s challenges, delivery approach, team and governance, pricing for future work and wider social value; up to three top-scoring bidders proceed to a scenario-based interview. Price is assessed against six assessments and the monthly retainer.

This opportunity suits financial advisory firms with demonstrable experience in infrastructure finance, capital markets, debt and equity advice, financeability assessments and regulated infrastructure financing models. Experience advising government or comparable clients is specifically relevant. Suppliers need to show they can analyse the financing, affordability and investor considerations of a major infrastructure programme, and provide independent, evidence-based advice on complex commercial and financial questions. The assessment favours a credible delivery model, strong governance and suitably qualified key personnel, with capacity to mobilise quickly, respond at short notice and maintain service through changing market, regulatory and programme conditions. Bidders should be prepared to explain how they will manage conflicts of interest, business continuity and future work pricing, as well as deliver wider economic and social value. Small and medium-sized enterprises are identified as suitable to compete.

The Department for Transport (DfT) is seeking to appoint an experienced Banking Adviser to provide independent financial and commercial advice in support of the Heathrow expansion programme. The Government's ambition is to enable the delivery of an operational third runway at Heathrow Airport by 2035 through a privately financed, market-led delivery model. As one of the UK's largest and most complex infrastructure programmes, Heathrow expansion presents significant financing, affordability, delivery and regulatory challenges. The successful Adviser will act as a sponsor-side adviser to DfT, providing independent advice on matters including: * The financeability and financial deliverability of Heathrow expansion; * Debt and equity market appetite and financing conditions; * Affordability, risk allocation and investor confidence; * Measures to improve financeability and reduce delivery risk; * Government exposure to programme costs and risks; * Delivery structures, governance arrangements and commercial models; and * Emerging financing, commercial and regulatory issues. The successful Adviser will also be required to deliver a strategic financeability assessment every six months throughout the contract term. The anticipated contract term is three (3) years with an option to extend for a further one (1) year. The estimated total contract value is approximately PS3 million (excluding VAT).
