## Summary

City & County of Swansea is buying up to 22 waste collection vehicles for its refuse collection service. Suppliers may offer vehicles from three specifications: 26-tonne gross vehicle weight, 6x2 rear-steer refuse collection vehicles with bin lifts; 27-tonne, 6x2 rear-steer electric refuse collection vehicles with bin lifts; and 26-tonne, 6x2 rear-steer twin-compartment refuse collection vehicles. The Council may select vehicles from any of these specifications, with the quantity dependent on the tender outcome and its service needs. The purchase includes the vehicles and associated services. Delivery is to Swansea.

The Council invited tenders through an open procedure. The enquiry deadline was 19 October 2026 at 12:00 noon, and the tender submission deadline was 26 October 2026 at 12:00 noon. The contract period is 8 November 2026 to 8 January 2027. The estimated value is £6 million excluding VAT (£7.2 million including VAT). Price accounts for 70% of the evaluation, based on vehicle price. Quality accounts for 30%: completed vehicle delivery and contract management and support each carry 10%, while chassis cab warranty and body warranty each carry 5%. The procurement is presented as one lot, with technical selection requirements set out in the vehicle specifications.

This opportunity suits vehicle manufacturers, specialist commercial-vehicle dealers and suppliers able to provide refuse collection vehicles in the specified heavy-duty configurations. Relevant capability includes supplying rear-steer 6x2 chassis, bin lifts, twin-compartment bodies or electric refuse vehicles, depending on the specification offered. Bidders need to address vehicle delivery, chassis cab and body warranties, and contract management and support, as these form the quality assessment. Technical compliance with the three vehicle specifications is required. The Council has indicated that small and medium-sized businesses and voluntary, community or social enterprises are suitable participants. Suppliers should be able to support the Council’s needs across an order of up to 22 vehicles, although the eventual number and mix depend on the tender outcome and service requirements.
