## Summary

Falkirk Council is seeking suppliers for a framework covering scaffolding at its housing properties in the Falkirk Council area. The work is split into two lots: scaffold hire, including drawings, delivery, erection, handover, maintenance, dismantling and removal; and scaffold inspections and tie or anchor testing, with reports and certificates. The procurement is for scaffolding and associated inspection work (CPV 45262120). The framework is intended to appoint up to five contractors to each lot, so suppliers may compete for the hire work, inspection and testing work, or both.

Falkirk Council invited tenders through an open procedure for a framework agreement. The submission deadline was 30 October 2026 at 11:00 UTC; tenders were to be submitted electronically in English. The framework term is 1 February 2027 to 31 January 2031, with no renewal option stated. The estimated value is £4,040,000 for scaffold hire and £180,000 for inspection and tie testing. The opportunity suits established access and scaffolding contractors able to deliver safe, reliable work for housing properties, either through scaffold hire and erection or through inspection and tie testing. Bidders and proposed subcontractors must hold current full membership of the National Access & Scaffolding Confederation (NASC), or comparable membership of a UK national access and scaffolding trade body. Suppliers must meet the stated financial and insurance requirements for the lot they pursue, and demonstrate appropriate health and safety assurance: an accredited ISO 45001:2018 certificate, recent assessment through a construction-related Safety Schemes in Procurement (SSIP) scheme, or the specified alternative responses. The evaluation also rewards service and operational management, risk control, quality assurance and Fair Work First. Contractors should be prepared to agree and deliver community benefits with the Council, and to provide named staff and their qualifications.

## Notice

Falkirk Council invites tenders to participate in a Framework Agreement for the provision, erecting, handover, maintaining and dismantling of on-hire scaffolding, to Falkirk Council housing properties, in addition to separately undertaking tests and inspections of this scaffolding. The Framework Agreement will be awarded on a Lot by Lot basis. The Authority at all times reserves the right to award all, some, part or none of the Lots. The framework consists of 2 Lots; it is intended that up to 5 Contractors per Lot are to be appointed.
