Suppliers are responsible for ensuring that their response is submitted in sufficient time to be received before the given deadline. The Council will review the information received to assess market capability; determine the number of suppliers capable of meeting the requirement; inform the Council's procurement strategy. Where the information received demonstrates that only one supplier is capable of meeting the Council's requirements, the Council reserves the right to consider a direct award, subject to internal governance and procurement obligations. Where multiple suppliers are identified capable of delivering the requirement, the Council may undertake a competitive procurement process. The Council reserves the right not to proceed with any procurement following this exercise. This Expression of Interest is a market engagement exercise only. Participation in this exercise will not create any contractual rights or obligations, nor will it guarantee invitation to any future procurement process or award of any contract.",
