## Summary

Canterbury City Council is seeking consultancy to advise on renewable energy generation and capacity, and on carbon offsetting, sequestration and the possible creation of a green fund to support these projects. The work is divided into three options: advice on renewable energy and capacity; advice on carbon offsetting, sequestration and a green fund; or a combined service covering both areas. The council prefers one consultant for the combined work, but may appoint separate providers for the two areas if that better serves its interests. This is energy-efficiency consultancy (CPV 71314300), to be delivered in the Canterbury area. The required scope and technical detail are set out in the invitation-to-tender documents.

Questions were due by 17:00 on 16 October 2026, and electronic submissions through the Kent Business Portal were due by 12:00 on 19 October 2026. The contract is scheduled to start on 1 December 2026 and run for up to nine months, with an extension of up to 18 months possible at the council’s discretion, subject to satisfactory performance and written agreement. Indicative budgets are £25,000 for renewable energy and capacity, £55,000 for carbon offsetting, sequestration and the green fund, and £80,000 for the combined option. The council will assess tenders as the most advantageous, balancing financial performance and value for money with maintaining or improving service standards.

## Notice

Canterbury City Council wishes to select and appoint a suitable supplier for the provision of Consultancy Services to advise on both Renewable Energy Generation and capacity and carbon offsetting and sequestration plus the option of a green fund to support these projects and invites tenderers to submit a tender to meet the Council's requirement, as outlined in the invitation to tender pack of documents. The Contract is anticipated to commence December 2026 and will continue for a period of up to 9 months (unless terminated early in accordance with the terms and conditions of the Contract) and may be extended for a period of up to 18 months subject to the satisfactory performance of the Services by the Contractor and at the Council's entire discretion. However, if the submissions received and scores attained for this Lot are not in the best interest of the Council, they will continue to appoint a winner from the highest combined score for Lot 1 and a further contract to the winner from the highest combined score for Lot 2. The decision with regards to appointment of a single contract within Lot 3 is at the total discretion of the Council.
