## Summary

Network Rail Infrastructure Limited procured a framework for short-term hire of non-rail plant, with operators where required, to support work across its Anglia, East Midlands and North and East routes, including the southern and northern sections of the East Coast Main Line. The North and East and northern East Coast Main Line lot was awarded to Land Recovery Rail Limited and Wrights of Crockey Hill Ltd, also valued at £6,533,333.31 per contract. All contracts were signed on 1 June 2026. The lot evaluation gave price a 60% weighting; plant hire, health and safety, and social value each carried 10%, while plant maintenance and fatigue management each carried 5%.

This award demonstrates Network Rail’s demand for short-term, geographically distributed plant hire, with operators available where needed, across several routes and East Coast Main Line sections. Relevant competitors need access to a varied fleet suited to railway-related work, including excavation, lifting, transport and materials-handling equipment, and the ability to supply plant across the areas covered. The evaluation shows that competitive pricing alone was not the whole test: quality evidence for hire and maintenance, robust health and safety and fatigue-management arrangements, and social value all contributed. Suppliers serving this market should be able to demonstrate reliable plant provision and maintenance, safe operations and effective management of operator fatigue, alongside a credible social-value offer. The awards were shared between multiple suppliers on two regional lots, while one supplier received the Anglia award.
