## Summary

Montrose Port Authority is seeking a contractor to design and build a new quay at Montrose Port, together with associated hardstanding, quay furniture, services and dredging. The contractor will develop and complete the design and deliver the construction in line with the authority’s requirements and contract documents. This is harbour construction work (CPV 45241000), delivered at Montrose Port. Community benefits are part of the requirement, with the expected benefits to be confirmed.

The buyer invited offers through a restricted procedure, reaching the tender stage. The procurement is a single design-and-build contract using NEC4 Engineering and Construction Contract Option A, a priced contract with an activity schedule. The submission deadline set was 16 October 2026 at 12:00. The contract period is 31 August 2027 to 31 August 2029. The estimated value is £35 million. Quality accounts for 30% of the evaluation and cost for 70%. Four candidates are to be invited to the second stage, with invitations scheduled for 20 November 2026. Variants are not allowed; bids are to be submitted electronically in English and remain valid for 90 days.

This suits an experienced civil engineering or marine construction contractor able to take responsibility for both design development and delivery of substantial quay works. Relevant capability includes constructing quay structures and hardstanding, installing quay furniture and associated services, and undertaking dredging. Suppliers will need to manage the works against the employer’s requirements, scope, site information and other contract documents, and to deliver under the NEC4 ECC Option A activity-schedule model. The buyer requires the names and qualifications of staff assigned to the contract, making a suitably qualified delivery team important.
