## Summary

NHS South East London ICB is procuring an enhanced primary care service for people experiencing homelessness in Lewisham. The service is part of the wider homeless health pathway and is intended to provide joined-up, equitable access to healthcare. It requires clinically led outreach clinics at multiple community sites, delivered by GPs or advanced nurse practitioners, with a named GP providing clinical oversight. The provider is expected to work alongside local homelessness agencies, housing teams, health and social care services, and voluntary organisations. The work also includes multidisciplinary coordination, support and guidance for homeless-service staff, and contribution to local care models, shared protocols and pathways. Delivery is across Lewisham community settings.

NHS South East London ICB selected the existing provider, Novum Health Partnership, through a Provider Selection Regime direct award process without a prior competition. The award is recorded as active; the notice describes an intention to award, with representations due by 9 October 2026. The contract was signed on 23 September 2026. Its value is £500,000, stated as £125,000 a year, for a two-year term from 1 April 2027 to 31 March 2029, with an option for the authority to extend by a further two years, to 31 March 2031. The ICB assessed quality and innovation, value for money, integration, collaboration, and service sustainability and social value; the provider exceeded a 70% threshold.

This award shows demand for a community-based primary care service specifically designed around the needs of people experiencing homelessness, rather than a standard clinic-only offer. A credible provider needs clinical leadership from a named GP and the capacity to staff multiple sites with GPs or advanced nurse practitioners who can prescribe and have experience or an interest in homeless healthcare. Strong partnership working is central: suppliers must coordinate with homelessness services and health, social care, housing and voluntary-sector teams, including through multidisciplinary meetings. The service also calls for continuity across sites, flexible staffing and delivery, business continuity cover, and the ability to adapt care during disruption. Experience developing shared pathways and training or informing frontline homeless-service staff would be relevant.
