## Summary

The Police and Crime Commissioner for Durham, with Durham Constabulary, is buying a force-wide Drug Test on Arrest referral and intervention service. The service is intended for people who test positive for drugs following arrest, providing referral and support interventions. It combines health, drug testing, rehabilitation and community health services. Blue Light Commercial is managing the procurement on the authorities’ behalf. Delivery is across the Durham police force area.

The buyer invited offers through a below-threshold open competition. The enquiry deadline was 2 October 2026 at 16:00, and the bid deadline was 9 October 2026 at 13:00. The contract is scheduled to run from 1 November 2026 to 30 April 2028, with an extension option to 30 April 2029, subject to future funding, governance arrangements and agreement by the commissioning body. The estimated value is £220,000 excluding VAT (£264,000 including VAT). There is one lot. Evaluation is weighted 60% quality, 10% social value and 30% price. This procurement replaces an earlier exercise discontinued after additional and amended requirements were identified.

This requirement suits providers able to deliver drug-related referral and intervention services across a whole police force area, including health, drug testing, rehabilitation or community health provision. Suppliers will need the operational reach and capacity to work with Durham Constabulary and relevant commissioning bodies, and to support people referred after testing positive for drugs on arrest. The substantial emphasis on quality means providers should be able to demonstrate a credible service model and ability to meet the revised operational requirements; social value is also assessed alongside price. The opportunity may suit specialist providers or organisations combining clinical, community and rehabilitation expertise.
