## Summary

The Department for Work & Pensions bought accredited Public and Personal Safety Training (PPST) Level 2 for staff in public-facing operational roles. The course prepares staff to manage conflict, de-escalate situations, defend themselves and withdraw safely. It covers the National Decision Model, use-of-force legislation, edge-weapon skills, communication and personal management, introductory unarmed personal protection, and first aid. The training is for operational staff tackling serious and organised crime, including staff who visit homes and business premises with partners to execute warrants, make arrests, search premises and seize evidence, and who interview suspects under caution. Delivery covers England, from the North East and North West through the Midlands and eastern and southern regions to London and the South West.

The procurement is complete and the contract has been awarded to College of Policing Limited, which signed the contract on 28 September 2026. It runs from 29 September 2026 to 28 February 2027. The contract value is £19,876 excluding VAT, or £23,851.20 including VAT. The Department used a below-threshold direct award without competition. The requirement was treated as one lot, and the award is active. The published procurement information describes PPST Level 2 as accredited physical training and says it is unsuitable for virtual delivery. The contract supports training incorporated into routine events for the appropriate operational staff.

For a supplier considering similar work for the Department for Work & Pensions, this award demonstrates demand for accredited, face-to-face personal safety training for operational staff whose work can bring them into contact with the public and suspects in potentially challenging situations. Credible providers would need to deliver practical instruction across the stated curriculum: decision-making, lawful use of force, edge-weapon skills, communication, personal management, introductory unarmed protection and first aid. The training must equip participants to de-escalate and defend themselves, then withdraw from conflict. Relevant experience should include preparing staff for public-facing operational visits, searches, arrests and suspect interviews, including situations where police partners may not be close at hand. The award went to the College of Policing, and the procurement route used was a direct award without competition.
