## Summary

United Utilities Water Limited is seeking delivery partners for monitoring services and equipment across its wastewater network in the United Kingdom. The framework covers survey work, hardware procurement, installation and commissioning of battery-powered level monitors, data acquisition and transfer, fleet performance reporting, incident management, maintenance and lifecycle support. The initial contract term runs from 31 March 2027 to 30 March 2030, with an option to extend by five years, to a maximum end date of 30 March 2035. The deadline for questions was 12 October 2026 at 16:00, and the bid deadline is 16 December 2026 at 14:00. The award decision is due by 31 March 2027. Evaluation is weighted 70% technical quality and 30% commercial cost.

The opportunity suits small and medium-sized enterprises and suppliers with the capacity to work across a wastewater network at substantial scale. Strong contenders will be able to survey sites, procure suitable monitoring hardware, install and commission equipment, and manage data capture and transfer into existing telemetry and operational systems. The requirement also favours experience in producing fleet performance reports, responding to incidents, and providing maintenance and lifecycle support. Suppliers offering robust, interoperable technology and accurate, near-real-time data are well placed, particularly if they can support multiple sensing applications beyond level monitoring, such as flow, pressure, rainfall, water quality and asset condition. The integrated delivery scope makes this relevant to monitoring specialists, systems integrators and service providers able to coordinate equipment, field work, data and continuing support.

## Notice

The purpose of this framework is to appoint three end-to-end delivery partners to support the continued deployment of battery-powered level monitoring across the wastewater network during the mid to late stages of AMP8. The programme is expected to deliver approximately 15,000 monitors through a phased rollout over an initial three-year term, with the option to extend for a further five years. In addition to level monitoring, the framework is intended to facilitate the deployment of a broader range of sensing technologies, including, but not limited to, flow, pressure, rainfall, water quality and asset condition monitoring. United Utilities (UU) requires suppliers capable of delivering robust, interoperable monitoring solutions that integrate seamlessly with existing telemetry systems, data platforms and operational processes, providing accurate and near real-time data to support operational decision-making.
