The contract is funded through the Homelessness and Rough Sleeping Grant and has an estimated value of PS582,662 (including VAT) over the period 2026 to 2029. The Council previously conducted a compliant Open Procedure for homelessness and rough sleeping support services, divided into two lots. While a compliant tender was received and awarded for Lot 2 (Rough Sleeping Initiative Beds), no tenders were received for Lot 1. Consequently, the Council was unable to award the contract through the competitive procedure, and an award under Section 19 of the Procurement Act 2023 is not possible. The Council continues to require the Safe to Stay Hub service to support its statutory homelessness prevention responsibilities and delivery of grant-funded services.
