## Summary

NHS Staffordshire and Stoke-on-Trent Integrated Care Board is procuring adult audiology services for people in Staffordshire and Stoke-on-Trent. The service covers assessment and rehabilitation for adults with hearing or communication difficulties, provision of hearing aids where clinically appropriate, and related aftercare and ongoing support. It continues an existing service delivered by Scrivens Limited. The requirement is healthcare service delivery rather than the supply of audiology equipment alone: suppliers need to provide the patient-facing assessment, hearing support and follow-up service across the named population. The scope described is adult audiology; no other clinical service is identified.

The ICB has selected Scrivens Limited through the Provider Selection Regime direct award process, without a prior competition. The process is described as an intention to award and the source text says the contract had not yet been formally awarded; however, the award and active contract are also recorded as having been made, with a signature date of 19 August 2026. The one-year contract runs from 1 October 2026 to 30 September 2027. Its estimated value is £165,587.77, with payments based on activity and locally agreed prices; it is also described as a zero-value contract. Assessment gave equal weight to key criteria, including satisfactory delivery of the existing contract and likelihood of continuing to meet requirements. Written representations were due by 9 October 2026.

For providers considering similar adult audiology work for this ICB, this award indicates demand for a continuing, population-wide service spanning hearing assessment, rehabilitation, clinically appropriate hearing aids and aftercare. The selected provider was the incumbent, and the decision relied on evidence that existing delivery met the required standard and was likely to continue doing so. A credible future competitor would therefore need a dependable clinical service, the capacity to serve adults across Staffordshire and Stoke-on-Trent, and evidence of satisfactory performance across the full patient pathway. The selection also considered financial and economic standing and technical and professional ability. The route used was a PSR direct award based on continuity and limited change to requirements, so demonstrating service quality and the ability to sustain delivery would be central to competing if this requirement is tested again.

The procurement relates to the provision of Adult Audiology Services for the Staffordshire and Stoke-on-Trent population.
